Cambodia’s National Security and Defense Policy – Contribute to external security and guarantee national unity and political stability for economic growth; – Strengthen border protection capability to prevent transnational crime and infiltration of terrorists and to increase contributions to infrastructure and community development along the border; – Contribute to peace operation and building around the world. For instance, since April 2006, under the United Nations framework, Cambodia has sent its peacekeeping forces to several zones of conflict in Africa, the Middle East and beyond; – Cooperate with international community and fellow countries in combating terrorism and transnational crimes and collaborating in areas of PKO, HA/DR, Maritime Security and Disaster management.

Counter-terrorism and Transnational Crimes – Working with our partners on various counter-radicalization initiatives such as seminars and other educational programs; – Initiating the plan to improve maritime security via the establishment and empowerment of National Committee for Maritime Security; and – Implementing the measure to improve land and sea border security as well as cooperating closely with partner countries in tacking transnational criminal activities.

Humanitarian Assistant and Disaster Relief – The 2 nd ADMM-Plus Expert Working Group on Humanitarian Assistance and Disaster Relief in August 2012 in Hanoi; – The ADMM-Plus Humanitarian Assistance and Disaster Relief/Military Medicine Exercise and 2 nd AHX in June 2013 in Brunei Darussalam; – The ASEAN Regional Forum Disaster Relief Exercise “ARF DiREx 2013” in May 2013 in Thailand and; – The 3 rd ADMM-Plus Expert Working Group on Humanitarian Assistance and Disaster Relief in June 2014 in Nha Trang, Viet Nam.

Maritime Security – enhanced information sharing and sharing of best practices – capacity building of maritime law enforcement agencies in the region – enhance maritime sovereignty and strengthen the enforcement of rules at sea – to facilitate the joint operation of the joint forces

Peacekeeping Operations -Since 2006, Cambodia has sent over 3,557 personnel (118 Females) troops to take part in UN peacekeeping missions in Sudan, South Sudan, Central African Republic, Chad, Lebanon, Syria, Mali and Cyprus. -Cambodia has asked ASEAN to support the establishment of a Regional Demining Training Center in Cambodia -Cambodia and the Republic of Korea co-chair the ADMM-Plus Expert Working Group on Peacekeeping Operation

Conclusion Enhancing of legislative and practical international cooperation, confidence building and preventive diplomacy among the ASEAN member states 1. On Conflicting Domain (eg Territorial Disputes): – Continuous dialogues and discussions – Clarity of intent and Confidence Building 2. On Agreed Domain (eg Terrorism and other Non-security challenges): – Continue Strengthen defense through comprehensive regional security architecture
