2 MILITARY COOPERATION 1. REFERENCE: DND Department Circular Nr 2 dtd Jan 13, 2014 Subject: Guidelines on International Defense and Security Engagements (IDSE) of the DND and its Bureaus 2. PURPOSE OF PRESENTATION: To propose inputs for Military Cooperation for a Defense Cooperation Agreement with Cambodia, Laos, and Myanmar

3 BACKGROUND PH-MYANMAR BILATERAL RELATIONS  Formal bilateral and diplomatic relations established in September 1956  Trade and economic relations strengthened during the current Aquino Administration  No formal defense cooperation agreement between PH and Myanmar  SND expressed optimism in the possibility of having a MOU in Defense Cooperation with Myanmar  It will enable both countries to cooperate in various field (i.e. defense dialogues, education, training, et al)

4 PROPOSED MILITARY COOPERATION WITH MYANMAR ARMED FORCES FRAMEWORKACTIVITIESPURPOSE Agreement on Military Training and Cooperation Between Royal Cambodian Armed Forces and AFP (Proposed) ASEAN Agreement on Disaster Management and Emergency Response (AADMER) (Existing) Working Group Meetings Establishment of TOR/TWG Exchange students/ cadets/faculty Bilateral Exercises SME Exchange/ Training on:  HADR  Counter-terrorism  Operational Doctrines on ISO Officers / NCO Exchange Visit Capacity building Confidence building Share best practices Operational enhancement

5 PH-CAMBODIA BILATERAL RELATIONS  Early contacts with Cambodia date as far back as the 6 th Century A.D.  Formal diplomatic relations formally established on 20 August 1957  Closed on 1975 but later reestablished in December 1994  Bilateral cooperation agreements mainly on economy, trade, health, culture and agriculture.  Absence of Defense Cooperation Agreement BACKGROUND
