They opened the door to land speculators, who probably encouraged people to settle in the West. The ordinances also divided the land so that as soon as a smaller region reached a population, it could apply for statehood. Why do you think that Britain thought that the new American government was weak and ineffective? Answers will vary but should include the idea that each state had its own government. It was hard for states to work together. Because there was a weak central, or confederate, government with limited powers, it was hard for the government to rule over the states.
