THECB Adult Education Riders 80th Texas Legislature, Regular Session Rider 50 Adult Basic Education: Aligning Adult Basic Education and Postsecondary Education 81st Texas Legislature, Regular Session Rider 45 Building Bridges to Success: An Action Plan to Transition Adult Basic Education Students into Postsecondary Education and Training 82nd Texas Legislature, Regular Session Rider 29 Building Bridges to Success: Update on Action Plan to Transition Adult Basic Education Students into Postsecondary Education and Training

Update on Actions By 2012, provide funds to coordinate and expand the delivery of adult education services into every community college district and public technical institution in the state. Competitive RFA Offer dual enrollment of basic skills/GED support and entry level technical training certificate. Fund an office on every CTC campus dedicated to supporting AE student recruitment/participation and success from federally and non-federally funded AE programs in the community.

Update on Actions By 2012, increase the number of GED graduates who participate in college readiness bridging programs that prepare students for postsecondary education and training programs. THECB funded 12 Intensive College Readiness programs for Adult Education students (IPAES) in FY2011 and 10 received continuation funding for FY2012. Lessons learned

Update on Actions By 2011, THECB, in collaboration with TEA, should expand the capacity of the GREAT (Getting Results Educating Adults in Texas) professional development centers to provide professional development and program assistance to AEFLA and non-AEFLA providers with an emphasis on transitioning adult students to postsecondary training programs. Professional development to GREAT Center lead trainers (following a train the trainer model) on Contextualization of GED and Workforce training program Establishing or improving partnerships between community AE provider and CTC Effective academic and career advising strategies Strategies for effective recruitment, retention in postsecondary programs

Update on Actions By 2012, expand the use of the TEAMS (Texas Educating Adults Management System) to collect student data and performance outcomes from both AEFLA and non-AEFLA funded adult education providers. Non-TEA grantees are not permitted to use TEAMS. TEA is considering the use of an alternate system for non-AEFLA funded grantees (e.g. community organizations)

Update on Actions By 2013, build the capacity of non-AEFLA providers to partner with postsecondary institutions to provide comprehensive services to adult students. Unclear how many non-AEFLA adult education providers there are in the state; Identification of providers through Coalitions College/Community Councils or Transitions Office

Update on Actions By 2015, align developmental education and adult basic education into a coherent system of delivery. Analysis of Texas Adult Education Content Standards and Benchmarks with the Texas College and Career Readiness Standards. Alignment addressed in the new TSI assessment CTC holding DEDP and ABE Innovation grants addressing alignment in different ways.
