Common Core State Standards (CCSS) An overview… The purpose of the CCSS… To define the English language arts, literacy, and mathematical skills and knowledge students in grades K-12 should achieve in order to graduate from high school ready to succeed in entry-level, credit-bearing academic college courses and workforce training programs. Criteria for development Fewer, clearer, higher Aligned with college and work expectations Include rigorous content and application of knowledge Build on strengths of the Next Generation Sunshine State Standards Realistic and practical for the classroom Benefit for students and families A focus on college and careers that is consistent regardless of zip code 2

Changes in Student Expectations The Common Core State Standards & assessment demand students… maintain an increased sense of accountability toward their own learning develop a concept beyond an opinion and move to “support and evidence” think in a more conceptual, analytical and global manner utilize higher-order, critical thinking skills shift from mere memorization of terms to a deep understanding of meaning transfer skills to new experiences operate in a more student-centered environment with built in peer collaboration 3

A Closer Look MATHEMATICS Focus: Focus strongly where the standards focus Coherence: Think across grades, and link to major topics Rigor: In major topics, pursue conceptual understanding, procedural skill and fluency, and application NEW: Standards for Mathematical Practice ENGLISH LANGUAGE ARTS/LITERACY Building knowledge through content-rich nonfiction Reading, writing, and speaking grounded in evidence from text, both literary and informational Regular practice with complex text and its academic language NEW: Literacy standards for history, science and technical subjects ANCHORED IN COLLEGE AND CAREER READINESS

PUTTING COMMON CORE IN CONTEXT The quality and level of education a child attains greatly influences their likelihood of being successful in life after high school Unfortunately, only 63% of students graduating from Florida public schools enter college ready for math, reading and writing and only 68% of high school graduates who go on to college earns one year’s worth of college credit within two years of enrolling

PUTTING COMMON CORE IN CONTEXT Common Core State Standards adopted July 2010 College and career readiness defined How to evaluate progress established Strategies for reaching goals were put in place

PUTTING COMMON CORE IN CONTEXT Question: How can we best support our schools and students in implementing Common Core so all students are prepared for college and careers? When students are truly prepared for these opportunities, they go on to successfully complete a high-quality postsecondary credential

PUTTING COMMON CORE IN CONTEXT Postsecondary Attainment in Florida *This information and more included in your summit materials

PUTTING COMMON CORE IN CONTEXT Students are considered college and career ready… “when they have the knowledge, skills, and academic preparation needed to enroll and succeed in introductory college credit-bearing courses within an associate or baccalaureate degree program without the need for remediation.” These same attributes and levels of achievement are needed for entry into and success in postsecondary workforce education or directly into a job that offers gainful employment and career advancement.

PUTTING COMMON CORE IN CONTEXT Yes -- a high-quality, rigorous K-12 education is the foundation for preparing students for college and careers… But academics are not the only thing

PUTTING COMMON CORE IN CONTEXT As the absence or presence of rigorous or national standards says nothing about equity, educational quality, or the provision of adequate educational services, there is no reason to expect CCSS or any other standards initiative to be an effective educational reform by itself. -- National Education Policy Center

PUTTING COMMON CORE IN CONTEXT So what else is needed to ensure students are prepared for college and careers? Selected Student Subgroup High School Graduation Rate College-going Rate College Credit Earning Rate American Indian or Alaska Native69.7%59.1%70.5% Asian88.4%68.0%84.3% Black or African American63.7%55.4%61.3% Hispanic or Latino72.9%58.6%67.6% White79.4%59.0%70.8% Low-Income65.0%51.9%62.7% Total74.5%58.4%68.9%

PUTTING COMMON CORE IN CONTEXT Low-income students now represent 58% of all students enrolled in Florida public schools Total K-12 enrollment since has increased 3.6% Total number of students eligible for free- and reduced- price lunch since has increased 36% 50 of 67 regular school districts have 50% or more students eligible for FRL

PUTTING COMMON CORE IN CONTEXT Research shows a students preparedness for college and careers is also influenced by non-academic factors such as… Financial preparedness, ACT/SAT test prep, knowledge of admissions criteria/processes, having a plan, school attendance, self-discipline, having the strategies needed to pursue long-term goals and others…

PUTTING COMMON CORE IN CONTEXT What is our schools’ capacity to help students with these non-academic dimensions of college and career readiness? School Type Students School Counselors Student-to- Counselor Ratio (#)(%) Elementary Schools1,155, %1,657697:1 Middle/Junior High Schools514, %1,088473:1 Senior High Schools802, %1,934415:1 Combination Elementary/Secondary Schools 205,4377.7%373551:1 Total*2,678, ,377498:1

PUTTING COMMON CORE IN CONTEXT What we propose is needed to support Common Core implementation efforts: Adopt a statewide definition for college and career readiness that includes non-academic indicators for high school graduation, college enrollment and early college success and includes an approach to build the capacity at the student, school and system level for doing so

PUTTING COMMON CORE IN CONTEXT Expand use of school counselors and career specialists to enhance management of college and career readiness programs and resources available in and outside of schools Increase awareness of Common Core efforts among higher education institutions Adopt a state-wide college application initiative for high school seniors to improve college-going rates Leverage new data tools to improve local FAFSA completion efforts for high school seniors Increased awareness and access to important college cost and affordability data Use local college access and readiness data to engage community leaders on actions needed to support Common Core implementation and related efforts in schools Adopt a statewide goal for postsecondary attainment
