Standard Design Process Overview May 24, 2016

SDP Overview SDP Development Committee: includes all domestic utilities, INPO, & NEI (~18 members) Executive Oversight Committee made up of 6 industry Engineering VPs About 2 man-years spent, to date, developing the procedure Table Top review by industry SMEs (including pilot plants and EOCs) to be conducted June 21st to 23rd Pilot will be performed by 4 plants (McGuire, Sequoyah, Surry, and Vogtle) from October 2016 – February 2017 The procedure will be managed by a Design Oversight Working Group with an Executive Oversight Committee similar to the ERWG structure. Utilities will implement the SDP Procedure “as written” by reference through their utility specific Interface Procedure. Meets Appendix B requirements. Process flow charts identify the interface processes such as document control and work management. Some such as 50.59, calculations, are shown as interfaces now but may be targets for standardization in a later phase. Due to legal implications, sharing actual designs

SDP Overview Cost Benefits Process - Pushes Lower Complexity Changes To Lower Complexity Processes (e.g., more commercial mods) Emphasis on supporting cross-functional behaviors Software Efficiency This is part of the objective for the SDP. The Schedule and selection of the software has not been finalized. This may be deployed after the SDP process is implemented across the industry Design Attribute Review replaces large checklists Cost benefits are being captured as the process is being developed. Actions are also in place to back-fit previous mods to determine which new mod type would be applicable allowing an accurate estimate of savings with the new process.

SDP Overview Design Attributes Review (DAR) Tier one topics (44) identify participating and impacted individuals/areas/functions. Applicable Tier one topics are identified in the change package. Tier two questions (353 questions) aide in identification and selection of the Tier one topics and the applicable Design Inputs. Excel spreadsheet developed as a tool/job aide and will be linked within the SDP and maintained in the “Resource Manual”. Allows for less impactful revisions Reduces size/length of the actual SDP The Resource Manual will accompany the SDP procedure. This will be a job aide/FAQ that will be easily revised. Will not require justifications.

SDP Overview The SDP Development Committee will provide the following to the industry A Standard Design Process that will be used by all utilities. Terminology will be consistent across the industry A Change Management Plan to aid the utilities in transitioning to the new process. A common software to be used for development of the Engineering Change package. The software will be able to interface with all utilities work management software. A common qualification

SDP Overview The committee noted that a key contributor to process inefficiencies was poor supporting behaviors. An example of this would be poor attendance at a design review meeting. To address this issue and others, a set of expectations and behaviors will be developed that apply to engineering, supporting organizations (including vendors), and management. This is key to success and will be reinforced by the management teams during the roll out.

Utilities train and update procedures. July 28, 2017 Utilities implement new SDP Process working group is completing working group reviews on May 20. May 20 to May 31 will be to finalize the Procedure and get it to the SC for approval for the Table Top. SDP Procedure is provided to the Table Top SMEs on June 14 for their review ahead of the Table Top. We’ll conduct a WebEx pre-job brief with the reviewers on June 15. Structure and protocol is established to document and manage pilot and industry comments.

Training & Software Status Training plans being developed for Pilot Plant training Later will transition to CBT / NANTEL Qualifications Steering Committee aligned on single qualification Uses NANTEL for transportability Software Common Platform for developing the modification package It will interface with the utilities software to assemble the entire package. Expected to pilot in mid-2017 The SDP team is meeting this week to discuss the schedule Training and Qualifications on track. Support being provided by several utilities (Xcel, TVA). Training working group coordinating with INPO ACAD on ongoing revision to maintain alignment. Expect cost and schedule information for software to be more clear by June. $50k per utility cost is just for the stand-alone software. Additional costs is needed to establish interfaces with other utility software such as document control, work management, etc.

Draft Process flow Utilities will use their existing Plant Health Procedures to enter the process. If a Documentation Only Change is needed, the utilities will use their existing processes to update documents. The SDP is currently considering 4 products Common Design Package Design Equivalent Change Commercial Change Design Change The type of change will be determined by using the guidance in the SDP.

Draft Process Flow continued Once the type is determined, a Common Design package will be developed. The common design package will consist of parameters and concepts that can be implemented at more than one plant. Contains instructions similar to the DCP product type Identifies/evaluates Design Requirements/Inputs that are common to all potentially impacted plants. Identifies common affected documents, special installation, and testing considerations. A plant specific design package will be required for implementation. It will not include plant specific licensing requirements. A modification list will be maintained to assist in sharing across utilities

Draft Process Flow continued Design Equivalent Changes will include: Item and part equivalences (same fit form and function) will follow existing plant processes. Equivalent component changes, which requires some engineering analysis. Modifications that do not change the Bounding Technical Requirements. Commercial Change Packages will include: Non Safety Significant modifications May be used for modifications within the power block Design Change Package Higher complexity changes and/or changes design or licensing basis functions or bounding technical requirements. Cafeteria Style, only use the forms necessary for the design. Design Equivalent Change example – MOV changes that does not change stroke time or other licensing requirements Commercial Change examples – HVAC units in the power block, drain pipe change in the Turbine Building Design Change Package – if seismic is not needed there is no review performed. If you had a Design change and a limited design process they will now be combined in the Design change process of SDP.

Temporary Modifications All utilities will use their existing Temporary Configuration Change (TCC) Process to identify the correct type of TCC. If a Temporary Modification is required by the TCC process, it will be evaluated using the SDP process. Depending on the type of change it will become an Equivalent Change, Commercial Change or Design Change package.

Implementation SDP team is transmitting Newsletters periodically to update the industry on the progress. Last newsletter sent on 5/31/16 SDP team will give presentations at the Design, Systems, Programs, and Engineering Directors INPO meetings. A series of regional workshops are planned for the Fall of 2016. These will be used to ensure understanding of the process and to train key individuals from each site.
