Fremantle Ports’ two bulk facilities at Kwinana each handle dry and liquid bulk Kwinana Bulk Terminal Kwinana Bulk Jetty

Some bulk liquid trade also handled at North Quay, Inner Harbour

KBJ berths -current range of commodities handled refined petroleum sulphur chemicals and related products fertilisers slag residue soya bean meal

KBJ = modern importer/export facility with Siwertell auger-style unloader, covered conveyor and landside enclosed storage

Fremantle Ports has long-held plans for an extension to the jetty to increase efficiency and capacity Environmental approval in place for an additional berth for dry bulk Currently seeking an amendment to permit use for bulk liquids Aim now is to consolidate all of Fremantle Ports’ common-user berths bulk liquids trade to a new dedicated berth

Case for development strong performance in bulk trades KBJ nearing capacity WA’s economic expansion and fast growing population leading to further trade growth additional dedicated facility needed to service future needs

Concept for development SW extension + safety equipment, onshore/offshore support infrastructure and security systems

Significant amount of State-owned land adjacent to the proposed site

LandCorp - clearly defined industry segments

Public Private Partnership opportunity WA Government policy to encourage private sector investment in port infrastructure and services Port authorities required to identify and pursue opportunities for: Improved efficiency Private investment where possible Long-term tenure available

Aims Position the new berth as the principal common- user bulk liquids facility in WA’s south Sufficient capacity for growth in bulk liquids trade Enhanced level of service Minimise impact on surrounding port land and non- port users Deliver a competitive financial return (with all other objectives met)

Benefits Increased safety Improved environmental outcomes Greater efficiency in product handling Free up capacity at Fremantle Ports’ existing bulk berths to meet current trade needs and provide for service future growth in the bulk business

EOI Process Invitation for EOIs is being advertised nationally. To be followed by a Request for Proposals Seeking to engage a single berth operator to develop and operate the KBLB as a common-user facility
