Presentation Overview EECAP summary Plan development process GHG inventory results Policy recommendations EAP implementation

EECAP – A Regional Partnership Energy Action Plan Participating Cities SCE PMC Project Team SGVCOG

Why develop an EAP? Opportunity to provide a local and strategic framework to address energy efficiency and GHG reductions Achieve consistency with State goals and regulations for energy efficiency and GHG reductions Demonstrate leadership through City Operations Chart a course of progress in Energy Leader Partnership Model (Valued, Silver, Gold, Platinum) Engage and educate stakeholders

EAP Planning Process Assemble City Energy Action Team Identify data needs and stakeholder groups 1. Getting Started Request, collect, and analyze data following protocols Forecast emissions and set reduction targets 2. Collect and Assess Energy Use and GHG Emissions Results of inventory and forecast Community values and goals 3. Identify Goals and Strategies Options to reduce energy use Costs and benefits of each action 4. Develop Energy Efficiency Climate Action Plan Fund and implement actions Review progress toward goals 5. Adopt and Implement Plan

Engagement in the Process Staff Lunch and Workshop – May 24, 2012 Project overview provided to City staff participants Energy efficiency project priorities within City facilities identified Support generated for implementation of the EAP Concert in the Park – July 13, 2012 Project information provided to attendees Personal energy action surveys conducted Children engaged in the project through educational games

What is the EAP? GHG Inventory and Forecast: Community & Municipal Community and Municipal Energy Profile GHG and Electricity Reduction Targets Community and Municipal Goals, Policies, and Actions – Improve Energy Efficiency – Reduce GHG Emissions – Credits the City for action taken since baseline

Greenhouse Gas Emissions Inventory 2005 Community Inventory 289,350 MTCO 2 e

How does Rosemead kWh compare to other cities? Average kWh per Household, 2010

Greenhouse Gas Emissions Inventory 2005 Municipal Inventory 1,780 MTCO 2 e 1% of community emissions

Municipal Electricity Profile

GHG Emissions Forecasts Community-Wide (MTCO 2 e)

Energy Action Plan - Targets Community Electricity Achieve a 15% reduction below baseline community GHG emission levels by 2020, and move toward net zero electricity use in new residential and nonresidential buildings by Residential Electricity Reduce household electricity consumption 30% by Nonresidential Electricity Achieve a 20% reduction in nonresidential electricity consumption from baseline levels by Municipal Electricity Reduce municipal electricity consumption 20% below baseline levels by 2020.

Energy Action Plan - Topics Existing Buildings New Development Urban Cooling Water & Electricity Efficiency Municipal Operations

EAP Recommendations Identifies a clear path for Rosemead to achieve the community electricity reduction targets of 30% below 2005 residential electricity levels and 20% below 2005 nonresidential electricity levels. Reduces total emissions to 7% below baseline levels Key community-wide policies: voluntary improvements in the existing residential and nonresidential building stock

EAP Recommendations Completed Municipal Projects – RCRC Cool Roof Installation – RCRC HVAC System – City Hall HVAC System and Windows Identified Municipal Projects – HVAC, Lighting, Other Modernization Projects Potential annual savings : 267,060 kWh/$38,930 Potential SCE incentives: $19,650

Next Steps: EAP Implementation Consideration by City Council Incorporate EAP into City programs and projects – Support proactive education and outreach – Incentivize residential and commercial energy efficiency improvements Implementation Toolbox – model codes, checklists, programs Engage in regional partnerships – SoCalRec
