Scott Decennial Census U.S. Marshalls collected data on horseback 3.9 million people counted Native Americans NOT counted 5 Slaves = 3 people The first Census consisted of just 5 questions, including: Name of the head of the household, number of persons living in the household, number of free white males who are sixteen years old or older living in the household Census of Population and Housing = 10 years Measuring America

M. Scott U.S. Census – Why? Apportionment U.S. Constitution Process of dividing seats in the U.S. House of Representatives. Congressional Seats one seat per state (provided by Constitution).
