Global Jobs Pact - response to the crisis (1)  Strenghening current social security systems and building up the bases of effective systems in those countries that need the most a social protection floor for all. Building adequate social protection for all, drawing on a basic social protection floor including: access to health care, income security for the elderly and persons with disabilities, child benefits and income security combined with public employment guarantee schemes for the unemployed and working poor;

providing minimum benefit guarantees in countries where pension or health funds may no longer be adequately funded to ensure workers are adequately protected and considering how to better protect workers’ savings in future scheme design;(Chile) Extend duration and coverage of unemployment benefits (together with employment incentives for job creation, according to current national labour markets) Ensuring that the long-term unemployed stay connected to the labour market hrough, for example, skills development for employability Global Jobs Pact - response to the crisis (2)

The social protection floor can constitute an instrument to extend S.S. coverage to reach vulnerable populations; it has to be part of an integral sistem which nucleus is given by DECENT WORK and DECENT WAGES. The importance of the relation between Collective Bargaining, Wages and financing of Social Security through sufficient wages, in order to guarantee current and future income: the concept of DEFERRED WAGE, that is when the current salary is sufficient to CONTRIBUTE to SOCIAL SECURITY Two final ideas

" Social Floor " and " Social Building " are two images to represent respectively the horizontal extension (population) and vertical (quantity and quality of benefits) of the Social Security coverage.
