15 Conclusion International consensus represented a significant step forward in favour of the extension of the coverage of social protection to include those who have little or nothing. The process of collective construction made it possible to express the TUCA's policy decision to promote the standards of the Continental Trade Union Platform on Social Security (Plataforma Sindical Continental para las Americas de Seguridad Social, PLACOSS) and the full force of Convention No. 102 in the final adopted text of the Recommendation.
