Pre-school education: Issues Nua-ArunimaP re-School education Kit Activity Book - Commitment to develop in 25 languages - Developed in10 languages so far - Resource allocation under ECE component in SSA abolished - No space for resource allocation in the state budget - Pre-school education kit to all AWCs. - Rs 2500/- has been provided against Rs 3000/- as per revised guideline. - No specific budget head with earmarked allocation for pre-school education kit. - All AWWs are not trained to use the kit. - Activity book-1 (3-4 year children) and activity -2 (4-6 year children) - Activity books are not developed in tribal language - All the AWCs are not supplied - All material required for Activity Books are not in preschool education kit - All AWWs are not well aware about the use of the activity books
Construction of AWC Building: Issues - Out of AWCs and Mini AWCs, have own building including sanctioned but under construction - Rs 1536 Cr required for construction of AWC buildings: have to wait more than 5 years ( In (BE) Rs Cr was allocated for construction of AWCs, which reduced to Rs Cr in RE of the same year. it again dropped to Rs 300 Cr in ) - Finance commission grant will not be available for construction of building in next years: if state govt doesn’t continue with the same amount, have to wait for another 8 years - Buildings which were constructed before years are generally of tin/asbestos roofed which either partially or fully broken and reported as own pucca building. Need reconstruction or major repair.

Submissions : Transparency in budget allocation - Budget Heads under ICDS programme are not specifically defined at the detail and object head level. Three components such as pre-school education kit, training of AWW and Nua-Arunima need to be clearly mentioned in the detail head level. Insufficient budget for pre-school education To fulfil the requirement as per the restructured guideline allocation need to be doubled - Rs 35/- Cr approx. need to be allocated each year the unit cost for pre-school education kit as per the guideline is not sufficient. As per our costing of Nua Arunima, minimum Rs 4500 is required for pre-school education kit. A defined pre school education training course focusing on curriculum, psycho-socio development of children, classroom transaction need to be in place Building for all AWCs Increased allocation (with continuation of FC Grant) may be in place to complete building for AWCs in next three years. Community participation in strengthening Pre-School Education Social Accountability mechanism like Community Score Card and Citizen Report Card need to be integrated in ICDS service delivery – community participation, service evaluation, local resource mobilisation, supply side accountability
