Educator Effectiveness Liaison Network Informational Webinar October 17, 2014

 CDE is accepting applications for funds to support school districts and BOCES in building the capacity of their educator evaluators to deliver high-quality educator evaluation, observation, and feedback.  The one-time state funds are designed to support an individual to receive coaching on and serve as an Educator Effectiveness Liaison to work with principals or other school leaders on building their evaluation, observation, and feedback skills.  The Liaison will work with CDE staff and a cohort of Educator Effectiveness Liaisons from other districts/BOCES to increase his/her skills and build local capacity while implementing quality educator evaluation and support systems. Interested districts and BOCES should be:  Currently engaged in full implementation of the state model evaluation system with their educators  Ready to move beyond compliance of state regulations to quality implementation of practice  Seeing a need for their evaluators to have a Liaison who will focus on improving the skills of principals to conduct observations and provide meaningful feedback to their teachers Purpose of the Liaison 4

 A total of $750,000 is available for distribution.  Awards will be made in the amount of $30,000 per district. Applicants that represent multiple districts can apply for $30,000 multiplied by the number of districts in the pooled application, up to a cap of $90,000.  Funds will be awarded on a first-come, first-serve basis for all qualifying applicants with preference given to those applications that demonstrate the greatest impact the liaison will have on principals and other evaluators in the field. What funds are available? 5

Funding from this opportunity may be used only to:  Hire or supplement the district’s/BOCES’s expense for a part-or full-time dedicated Educator Effectiveness Liaison within or across districts;  Off-set the Liaison’s salary;  Provide for release time for the Liaison to attend trainings;  Provide for Liaison travel and meeting expenses;  Support costs associated with the Liaison providing coaching/skill- building training for district/BOCES principals and evaluators;  Support implementation of the action plan that the Liaison creates in conjunction with the district/BOCES leadership to accomplish local objectives associated with the skill building of its leaders. How can funds be used? 6

 School districts and BOCES that: 1. Are using the Colorado State Model System for evaluation of their teachers; 2. Will identify an individual who will serve as the Educator Effectiveness Liaison; 3. Commit to releasing the designated individual to attend up to four CDE trainings and convenings; 4. Commit to using the designated individual to provide training, coaching and support to principals and other educator evaluators in the district/BOCES; 5. Commit to implementing the action plan developed by the Educator Effectiveness Liaison and the district/BOCES leadership. Who is eligible to apply? 7

What could this work look like at a district? 8 An Educator Effectiveness Liaison will be participating in a professional learning community of other Liaison and meeting up to 4 times this school year at CDE convenings to work on building skills around teacher observation and feedback. The EE Liaisons will then work at their district(s) to provide principal professional development and one-on-one coaching of principals to build their capacity around best practices in observation and quality feedback to teachers.

 Time would also be spent between the Liaison and their principals to:  conduct calibration observations to increase inter-rater agreement on the state model rubric  provide individualized coaching to principals on providing feedback to teachers  CDE coaches would be available to assist individual Liaisons with on-site support of high quality observations. 9 What could this work look like at a district? Each school district/BOCES that that receives funding through the Educator Effectiveness Liaison Network grant are required to report, at a minimum, the following information at the beginning and end of the school year:  Evaluation ratings at the standard and element level for educators (involved in this project) to show progress on evaluator skill building and growth toward inter-rater agreement of participating principals.  Principal participation and progress on inter-rater agreement data. What reporting will be required? 10

 Perception survey data on how the additional support of the Liaison and increased training for evaluators has impacted the evaluation process for principals and educators.  This survey will be used to evaluate the effectiveness of the Educator Effectiveness Liaison network.  The survey will include items looking at teachers’ perception on the quality of feedback from their evaluators, and evaluators comfort and ability level with managing the evaluation process. Who could be a liaison? 12 An Educator Effectiveness Liaison can be a current employee of a district/BOCES or a new hire to fill this position. The Liaison should have the experience and skill set to be deliver effective professional development and be a coach to principals.

(cont.) 13 If the Liaison is going to cross multiple districts, then you need to ensure each district is committed to the work of improving evaluation processes within their schools and with their principals and that this Liaison has the ability and authority to do this work in a meaningful way. The Liaison should understand that this work is not about compliance to state regulations, but rather about improving the skills of evaluators to conduct observations and feedback conversations that have a positive impact on teacher effectiveness and student achievement.

1. Applications are due no later than 4:00 p.m. on Thurs., Oct. 30th. 1. The electronic copy must be received by October 30, 2014 at 4:00 p.m. 2. A hard copy must be postmarked by October 30, During the first week of November, applications will be reviewed by CDE staff to ensure the applications contain all required components and meet eligibility requirements. 3. Notifications of funding and participation in the Educator Effectiveness Liaison network will be no later than Monday, November 10, This funding opportunity is a competitive process. 5. There is no guarantee that submitting a proposal will result in funding or funding at the requested level. All award decisions are final. Submission Process and Timeline 14
