What is SWEAT S – Security W – Water E – Energy A – Accessibility T - Telecommunications

Purpose The SWEAT Plan is intended to address how a jurisdiction will create and maintain the Security, Water, Energy, Accessibility, and Telecommunications report, post disaster, for an event affecting the jurisdiction. This report helps a jurisdiction identify how well it is functioning post disaster and to assist in identifying areas where more resources may be needed to aid in recovery operations.

Background The SWEAT report was developed by HCOHSEM following Hurricane Ike. This reporting format was based on a comprehensive format utilized by FEMA. A standardized reporting form assists in critical decision making post disaster. This is an effective tool to evaluate and understand the extent of damage to the jurisdiction and how to best direct response and recovery efforts.

Elements of SWEAT Security – this element is comprised of law enforcement, fire, county and local governments, courts, medical services, and hazardous materials response. Water – this element is comprised of water and sewer systems. Energy – this element is comprised of electricity grids ( trunk lines and equipment), electrical power (service), and fuel availability.

Elements Continued Accessibility – this element comprises transportation, roadways and bridges, debris, bayous, and commodities. Telecommunications – this element comprises regular (land-line) telephone services and cellular telephone services.

Concept of Operations Following a disaster, the planning section chief assigns a SWEAT Report coordinator The coordinator contacts all jurisdiction in the county and provides them with a report form to fill out and return. This form is filled out each 24 hour operational period

The information on the forms is entered into the SWEAT database to compile the report The form contains questions for each element tracked in the report. Jurisdictions are asked to provide a percentage of what they feel their overall capabilities are for each element.

Data Entry: Each jurisdiction submits the status of each element in the report for their area. This information is then entered into the data entry form for each jurisdiction. The data collected includes a percentage of overall capabilities in each individual jurisdiction as well as any notes provided for each element.

Report: The SWEAT Report is a self calculating report based on the data entry. It is printed by date, providing a real-time, comprehensive snap-shot overview of the County as a whole as well as each individual jurisdiction. The data in the report is color coded to make problem areas easy to identify

Gives command a tool they can use to quickly evaluate and understand the extent of damage to communities Aids in directing response and recovery efforts. The database also provides an archive for each day of the event for future reference and reporting. It allows us the ability to have accurate historical data and aids in our after action reporting.
