AWARD CONSTRUCTION CONTRACT FOR CITY HALL PARKING LOT REPAVING OTHER ADA UPDATES S AUSALITO C ITY C OUNCIL 14JAN14

City Hall Parking Lot Repaving  Plans and specifications (and related addenda) issued, Notice Inviting Bids published and bids opened November 21, 2013  Low bid American Asphalt with a base bid of $114, against an Engineer's Estimate of $181,501  Need for removal of barriers to accessibility associated with the existing parking for persons with impaired mobility and the path of travel from those spaces to the building entry  Additional sources of funding identified in order to allow the Council to award the contract for construction of the project and ensure that those barriers are removed expeditiously  No change in the number of parking spaces will occur as a result

City Hall Parking Lot Repaving (cont’d)  Project will result in temporary inconvenience to employees, Library patrons and other users of City Hall  Staff will make every reasonable effort with the contractor to schedule the work in a manner that minimizes inconvenience to the extent feasible  Contractor is required to comply with the City's construction noise ordinance for construction is residential areas  Project is categorically exempt from the application of CEQA inasmuch as it involves the repair or reconstruction of existing facilities with no expansion in or change of use

City Hall Parking Lot Repaving (cont’d)  Staff requests that funds for the Project be augmented by some of those appropriated for the City Hall Doors ADA Improvements project in FY13/14 and the Paint City Hall project in FY14/15  Staff recommends that Council Adopt a Resolution of the City Council of the City of Sausalito Adjusting the Budget for and Awarding a Construction Contract for the City Hall Parking Lot Repaving Project

Other ADA Updates  Ongoing litigation involving claims of (a) barriers to accessibility in public right of way and (b) issues related to City enforcement of California Building Code on private, public accommodation permits  Certain private, public accommodation businesses will be notified of the claims in the next few weeks

 Public Projects:  Van Accessible Parking: New Public Safety Facilities: one additional van accessible parking space was added to those available in the vicinity of Caledonia and Johnson Ensign and Pine Street accessible parking stall additions  Public Safety Buildings; MLK Gym and City Hall – Fire Alarm Pulls changed to meet accessibility requirements  Caledonia Street Sidewalk at 40/42 Caledonia -- completed  Plaza Viña del Mar -- under construction  Downtown Public Restrooms -- completed  City Hall Restrooms -- completed  City Hall exterior doors -- 90% complete  City Hall Parking Lot -- awarded

Other ADA Updates (cont’d)  Private Projects:  Trident Restaurant  Training:  City publicized and hosted seminar for public works and related governmental officials regarding cane-detectable temporary pedestrian barriers and audible warning devices for persons with low or no vision when a temporary pedestrian detour for construction occurred  City retained GPPA Architects to provide 16 hours of classroom training on a broad range of topics to City of Sausalito personnel in the departments of Planning, Building, Parks and Recreation, Public Works, Police and Administration. The training took place in February, March and April, Staff from Mill Valley, Tiburon, Novato, Fairfax, Larkspur, San Anselmo, Golden Gate Bridge, Highway and Transportation District, Transportation Authority of Marin, Sandis Civil Engineers, and John Moe Engineers also participated. These sessions involved not only the classroom sessions, but also an additional 8 hours of in-field discussion and were very valuable to the City and all of the participants.
