It is an artificial island, a Maldives government investment, in connection to the need for living space for the Maldives citizens. The project is intended to fulfill a life needs of a future citizens generations of the country. The island includes space for: ​​ living space, work space, industry, tourism, entertainment and more. Hulhumalé is the most ambitious and striving land reclamation and urban development project undertaken by the Government of Maldives to date. The perception for the development and expansion of Hulhumalé was envisioned as a significant step in improving the quality and eminence of life of the population and revitalizing the Maldivian economy. It is also with the intention to serve as an effective solution to the mounting problems of congestion within the capital region as well as a resource to facilitate and assist the continual growth of the country’s two dominant economic sectors, fisheries and tourism. Much needed pure residential are located in the northern and western foreshore which allows for clear views of the ocean from both sides. The majority of the high rise residential apartments and condominiums will be located at the Strait district which faces the northern foreshore. Mid-rise residential apartments will be located at the Waterfront district with views towards the Marina and access to the waterfront commercial district. Certain mid-rise apartments will also feature at the area facing the civic centre from the eastern side residential neighborhood districts. In addition to these mid-rise and high rise condominiums, areas in the eastern side Residential Neighborhood districts are also planned for pure residential developments. Green plan The master plan reflects on the importance of accessibility to green & open spaces to maximize economic and aesthetic value of Hulhumalé, and so strategic green links are designed through major residential, business and industrial districts. The green spaces act as buffers between these strategic land uses to create a more economically viable and aesthetically pleasing environment.

HDC – the largest real estate development company in the Maldives – occupies three roles in the development of Hulhumalé.  Firstly, it acts as a master developer, delivering the vision, inspiration and imagination of the project in a manner that is feasible and commercially viable.  Secondly, HDC is a builder, investing in the infrastructure necessary for quality living and business prosperity. These include the development of roads, landscaping, and ensuring that basic utilities as well as other essential services are available for investors and residents.  Lastly, HDC acts as regulator, overseeing detailed planning, architectural guidelines and building regulations. The HDC deals with the lease and sale of land as well as developed property on Hulhumalé. The company focuses on three broad areas of real estate development: residential

Under the project a mixture of Row Houses and Single Storey Houses will be developed in six islands of the Maldives. Details of the projects planned in these islands are given below.

A Row House is a dwelling which shares common walls with the adjoining units. The Row Houses in the islands will be developed up to 2 storeys with 3 rooms, kitchen, dining and storage areas. Balconies are provided for each of the rooms and a small open area is available at the front and back of the Row House. Total floor area of a Row House is 1579sqft, where the ground floor accommodates about 752sqft and the first floor measures an area of about 766sqft. The land area of a single Row House is 1125sqft. The Single Storey Houses are more spacious in nature with larger open space areas, but provide the same number of rooms and other facilities as in a Row House. The total land area of single storey house is 2086 square feet while the total floor area is 1073sqft. The objective of this project is to contribute to the urban livelihood of these islands and assist with the Government’s de-centralisation plan of enhancing developments under the 7 provinces. The projects are expected to take one year for construction and hence, are expected to be out for sale to the residents of the provinces towards the end of 2011.
