How will it be used in Development Review? Part of the Regional Plan Compliance review includes compliance with any applicable specific plans Goal 6 will provide more specific information about compatibility for design review. If a property owner does not seek a zone change, then the goals, policies and illustrations of the Specific Plan, like those of the Regional Plan, will be aspirational and the Zoning Code will determine what the property owner is allowed to build and what uses are available. 4
