OVERVIEW Environment & Energy Transport & Environment National Policies & Strategies Climate Change REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT INDC & Paris agreement

Republic of Albania, adopted the INDC document by the Decision of the Council of Ministers No. 762 of , as our national intended determined contribution to the global efforts for GHG emission reduction, and submitted it to the UNFCCC Secretariat by 24 September Reduce CO 2 emissions compared to the baseline scenario in the period of 2016 to 2030 by 11.5 %. Maintaining the low GHG emission content of the electricity generation and decoupling growth from increase of GHG emissions in other sectors are the primary drivers of the country regarding mitigation contribution as its INDC. Ministry of Environment with the support of donors is in the process of drafting the strategic documents and the legal framework for climate change: The decision of the Council of Ministers No. 249, date approved in principle the Paris Climate Agreement. Albanian delegation headed the deputy Prime Minister signed Paris agreement on 22 April 2016 in New York. In April the Third National Communication (TNC) was presented and discussed with the Interministerial Working Group on Climate Change established by the Prime Minister Order No 155, dated On establishment and functioning of the Interministerial Working Group on Climate Change. REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT Ministry of Foreign Affairs and the Ministry of Environment has started the ratification of Paris agreement.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT Energy Efficiency Environment & Energy

Within the country commitments under Energy Community Treaty and INDC, a new Law on Energy Efficiency No 124/2015 has been adopted in 12 November 2015, containing a number of important provisions: (i) obligation schemes for big consumers above 3 mil. kWh (ii) establishing a new Energy Efficiency Agency (iii) establishing a new EE fund independent by budget and also with the state budget as main contributor (iv) creating ESCO-s and Energy Audit on Buildings, Processes and Transport (v) the energy managers for the big consumers REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT

A new law on Energy performance in Building is under adoption and will be enacted before September The Law will produce the energy minimum requirements on building stock and will provide the National Methodology for Calculation of Building's Performance which is going a Certification process through National software on respect of Minimum Requirements. Draft Law on Energy Performance in Buildings, has received final comments from Line Ministries. Furthermore, all sub-laws of these laws are under review. 3 rd draft of the National Energy Efficiency Plan is planned to be finalized in May 2016 with the assistance of EBRD. REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT It is adopted the DCM no. 27, dated “On approval the National Plan for Renewable Energy”. The new law on RES is under final comments from the Energy Community Secretariat and the Ministry of Energy. The Law will adopt the support schemes based on FIT and State Aid Directive guidance.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT A final draft Sustainable Transport Plan (STP) has been prepared (March 2016), to help meet the challenging targets for reducing energy consumption and improve overall sustainability in the transport sector. The sustainability targets for the transport sectors are: Reduce air pollution impacting on health, crops etc. (indicator: emissions of air pollutants tons/year) De-carbonization, reduction of GHG emissions (indicator: emissions of CO 2 tons/year). Energy efficiency (indicator: tons of oil equivalents).

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT The draft of the National Climate Change Strategy is under preparation, expected to be adopted by December Implementation of INDC target is in the core of both strategy and plan. National Strategy on Climate Change and its Action Plan on Mitigation (NSCC), expected to be adopted by December The National Action Plan for Mitigation is being prepared in parallel with the strategy.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT The Inter-Ministerial Working Group on Climate Change (IMWG) is leading the National Adaptation Plan (NAP) process in Albania since February 2015, undertaking a parallel approach: Preparing a NAP document Implementing for the first time in the country the logic of mainstreaming climate change into relevant development and sectoral strategies. The NAP document is being finalized and will be sent for Council Ministers approval by this autumn. By June 2015 a climate lens tool has been done for the draft NSDI and proposals to make the relevant objectives climate relevant are made.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT Climate Change Adaptation is more prominent in the draft Cross- cutting Environmental Strategy. By March 2016 the NAP implementing mechanism is linked with the process of national and sectorial territorial planning. Climate proofing is included in the Strategic Environmental Assessment methodology for both plans.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT CC is envisaged and substantially dealt with in the draft strategy for Integrated Water Resource Management (IWRM) so that the resilience of the water sector in insured. Adaptation is mainstreamed in a vertical way from the mission statement, objectives to the concrete measures. The Inter-sectoral strategy for agriculture and rural development in Albania (ISARD) , adopted by me DCM no. 709 dated , under the title ”Environment, land, forestry and water management and road infrastructure”, is included in the topic of Climate change and air quality.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT Climate change adaptation and best practices of EU in the sector are also dealt with in regional and local level. Guided by climate compass: the EU tool for developing climate-proof cities, a Climate Change adaptation Plan is prepared for the Tirana municipality. The MoE has increased interest in the Climate Change adaptation is formalized through the active participation in the Global Network for Adaptation.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT Concerning the approximation of relevant EU Climate Change legislation into the national legislation, the process of drafting the Law on Climate Change and DCM on monitoring and reporting of GHG, has started since November 2015 and will be adopted by A schedule for the alignment of remaining acquis topics on climate change is prepared and is the integral part of the DCM No.74 of “On approval of the National Plan for European Integration ”.

REPUBLIC OF ALBANIA MINISTRY OF ENVIRONMENT As for the administrative capacity dedicated to climate action, the decision of the Council of Ministers No. 47 of “For some amendments in the Order of Prime Minister No.33 of , “For approval of the structure and the organogram of the Ministry of Environment”, among others establish the Sector on Air and Climate Change, which will have in total 3 persons (1 Head of Sector and 2 specialists). National Environmental Agency has a Sector in total 3 persons (1 Head of Sector and 2 specialists) dedicated to PRTR, CLRTAP emission inventory and GHG emission inventory.
