JILAF- ACTRAV/ITC-ILO Workshop A Trade Union Training on Employment Relationships, Contractualization & Labour Law 9 – 13 Aug 2010, Bangkok ACTRAV-Turin Workshop Orientation

Aims of Orientation 1/To understand the background, objectives, contents and expected outputs of this training programme; 2/To take on board participants suggestions and/or specific needs.

Background   Rapidly changing world of work – due to economic, political, technological changes, organization of production & management practices   Post fordist organizational changes (decentralization, delocalization, subcontracting, outsourcing, small sized factories with core workforce, etc)   Nature of employment: shift from regular-full time employee to contract labour/contractor/part time/???   Changing terms of employment pose challenges for unions, collective bargaining, social protection systems & also undermine aims of the labour law & years of TUs struggles for achieving some rights for workers

Background Need for reforms of labour law to –   take into account changing employment relationships   Deal effectively with issues like discrimination, promote equal opportunities, balance employment flexibility with the need for social protection of workers, information, consultation, organizing & collective bargaining rights   support promotion of Decent Work for all workers

Objectives of the Workshop  Promoting the understanding of the trade unions on the impact of globalization & economic crisis on workers rights and labour relations systems;  Develop understanding among the trade unions on how ILO standards can help address unequal bargaining position between parties to an employment relationship and promote Decent Work for all workers;  Strengthening national trade union capacities to take informed actions – to influence labour law reforms & extend social protection to workers;

Main issues to be discussed  Key issues & challenges facing TUs in A-P  Global Economic Crisis, Employment & Decent Work: Challenges before the labour movement  Country situation review - current trends in regulation of employment relationships in Asia-Pacific  TU movement, Industrial Relations in Japan today  Labour Law and Social Legislation in Japan  Employment Relationships, labour law & ILO Standards (C 87 & 98) & Recommendation No. 198  Trade Union Responses to precarious employment  Promotion of Decent Work in A-P: Union challenges & actions  Organizing & social protection of workers in informal employment  Development of follow up action plans

Main Outputs Expected Preparation of follow up work plans to strengthen national trade unions work on organizing and social protection of workers in precarious employment - these plans will be used for evaluation purposes for any future follow-up seminar.
