SBIR/STTR Mission To promote technological innovation and economic growth through the investment of Federal research funds in small businesses. Think “Revolutionary” not “Evolutionary”

Overview SBIR/STTR – 3 phase program – Awards to small businesses to support high risk technological innovation through Research and Development – 11 participating agencies (Department of Defense accounts for about 50% of awards) SBIR – 2.5% of extramural R&D budget if greater than $100M STTR – 0.3% of extramural R&D budget if greater than $1B – Must be a small business to apply

Requirements Small business must apply – 500 or less employees – A for profit entity – Principal Investigator (PI) primarily employed by small business – 51% owned or controlled by U.S. Citizens or permanent resident aliens

General Structure Phase I – Feasibility Study, Proof of Concept – Up to $150,000 and 6 months – Historically, 15% are awarded (DoD) Phase II – Full Research and Development Effort – Up to $1 million and 2 years – Historically, 50% of Phase I contracts awarded Phase II (DoD) Phase III – Commercialization Stage – Seek External Funding Non-SBIR federal funding Private Sources

SBIR/STTR proposal tips Read the full solicitation! – Each agency is very different and some agencies have big changes between solicitations NIH – 200+ page topic list and 200+ page instructions DOE – 12 page topic list and 38 page instructions Phase I means feasibility Start company registrations early Don’t neglect the commercialization plan Give details in the work plan – List what and how work will be done Research Past Awards

SBIR/STTR proposal tips Check weekly for new solicitations Sign up for lists Don’t rely on keyword topic searches If allowed, talk to the program managers! You should have enough research needs for a Phase I and Phase II List contract agencies as a customer

SBIR/STTR proposal tips Follow associated and most updated proposal guidelines exactly: every agency has font/margin/etc. requirements Be mindful of time deadlines Be crystal clear on your technology explanation and demonstrate a solution the agency is asking for Keep all graphics in greyscale

Reauthorization SBIR/STTR operated on continuing resolutions Reauthorization passed in Dec – Extends program to 2017 Changes: – Funding decisions made in 90 days (excpet NIH and NSF) – Increase agency budgets (STTR to increase more) – Ph 1 may not be required for DoD, NIH, DoED
