Law for Animal Protection

 Art.1. (1) This law governs the protection of animals and mechanisms for implementation. (2) Animal protection is expressed in the protection of their lives, health and welfare, protect them from inhumane, cruel and especially cruel treatment, provision of appropriate care and living conditions, consistent with their physiological and behavioral characteristics.  Art. 2 The executive bodies and local government together with NGOs design and implement educational programs to protect animals and to study the cultivation, breeding, training and marketing of animals in accordance with the provisions of this Act. General terms

 Art. 3 Professional schools and universities that prepare veterinary specialists, agronomists, breeders, biologists, ecologists and others, conduct training on protection of animals as required  by the ordinance under Art. 19, 5 of the Law on Veterinary Activity in Republic Bulgaria.  Art. 4. Professional organization of veterinarians in Bulgaria organizations for the protection of animals  promote measures to protect animals.

 Art. 5. National Veterinary Service assists in conducting training in art. 3  А rt. 6. (1) Prohibited the expression of the inhumane treatment of animals. (2) The inhumane treatment of animals is believed to cause pain or suffering to an animal or cause intense fear.

 Art. 7. (1) Prohibited acts of cruelty to animals.Cruelty to be considered:  1. any act or omission that causes continuous or repeated suffering of the animal, or permanent impairment of health or stress;  2. Action in art. 151 of the Law on Veterinary Activity;  3. violation of the principle of good practice livestock farming, where it leads to harmful consequences for animal health;  4. increasing aggressiveness of the animals through selection or training in aggression to other animals and humans;  5. the use of strict and electrical collars, electric prods, chemical irritants or harmful substances, or technical devices, aids or devices that aim to influence the behavior of the animal, it caused intense fear and pain;  6. organizing training and racing surfaces that damage legs;  7. using animals for film images, advertising and exhibitions where they are causing pain, suffering, injury or stress;  8. forcing the animals to the efforts that cause them pain, suffering, injury or stress;

 9. exposure of animals to temperature or other adverse weather conditions, oxygen deficiency or limiting their freedom of movement that cause them pain, suffering, injury or stress;  10. abandonment of animals;  11.the use of live animals for feeding, except those whose biology requires it;  12. depriving the animals of the rest;  13. subjecting the exercise of sick, injured or stressed animals;  14. release of animals bred by humans in the event that previously were not prepared for survival in natural environment  15. amputation or castration with the help of elastic ring;  16. complete or partial amputation of body parts or removal of organs of animals;

 17. blacksmith of ungulate animals with harmful horseshoes;  18. growing for killing of dogs and cats to obtain the skins and meat for food production and import and export of dog and cat skins and meat  19. docking of tails and ears to change the appearance of animals;  20. remove of nails, teeth and vocal cords;  21. exposed in shops, catering establishments and other entertainment and pubs of all kinds of mammals, primates, birds and reptiles, dangerous animals ornamental;  22. conducting propaganda, promotion or incitement by any means, directly or indirectly, of violence against animals;  23. sexual abuse of animals.

 (3) Actions in para. 2, p. 16, 19 and 20 are permitted when:  1. performance is necessary for veterinary prescription or  procedure is necessary to preserve life, health and welfare of the animal;  2. procedure is intended for scientific and research purposes in accordance with the Law on Veterinary Activity;  3. sterilization or castration is necessary to limit the reproduction of animals; 4. conducted according to the Law on Hunting and А nimal Protection;  5. procedure is necessary for: a) prevent significant injury to animals; b) the protection of other animals.

 Art. 8. For cruelty to animals are not considered actions that take place in: 1. reduction and eradication of infectious animal diseases; 2. professional combat harmful rodents;  3. hunting and fishing carried out according to the Law on Hunting and А nimal  Protection Act and the Fisheries and Aquaculture; 4. implementation of methods aimed at the acquisition and / or development of hunting, security, or pathfinder leadership qualities in dogs;  5. medical experiments and drug testing; 6. placing obstacles shepherd or stray dogs to reduce their ability to pursue wildlife. Art. 9. Minister of Agriculture and Food, Minister of internal affairs,Minister of Defense determined by ordinance rules for training dogs.

 Art. 10. (1) prohibited the expression of particular cruelty to animals. (2) In particular cruelty are considered: 1. intentionally causing death to animals;  2. intentional infliction of severe and permanently harm to animals; 3. organization of animal fighting; 4. shooting ownerless animals, domesticated animals or animals in captivity and wild animals. (3) is not considered particularly brutal act under par. 2, item 4, when conducted under conditions of extreme necessity or under the Act on Hunting and Animal Protection and Biodiversity Act. (4) is not considered particularly brutal act under par. 2, item 1, when conducted in accordance with Art. 117, para. 1, p. 10, 11 and 12, Art. 159, par. 1 and 3, Art. 160, par. 1 and para. 2, items 1 and 2 and art. 179, par. 3 of the Law on Veterinary Activity.
