Our first unsuccessful bid - What we learnt Bid was satisfactory but not innovative Lack of SBC expertise in extra care need to get this from partner Need partner to be culturally sensitive and meet needs of diverse community Need corporate Council support to get good sites Reopened process of selecting preferred provider Invited RSLs who were successful in bidding for national ECH grant as well as local RSLs Selected Hanover - track record as Market leader in Extra Care

The Response High level steering group with housing, social services, property services, supporting people, PCT and Hanover Involvement of Slough Older People’s Forum and Age Concern Involvement of Supporting People Commissioning Body (lead transferred to Social Care) A mixed tenure strategy to meet wider needs in the Borough A balanced community / range of dependency Base for other services, e.g. outreach, clinics Project Board links Extra Care with Care Home Reprovision Two sites identified

The Scheme Central accessible site in ownership – planning achievable but need to move sheltered workshop 56 units, 48 affordable rent, 8 Mixed tenure (2 bed) with wide home ownership option Enhanced community use including: Shop, hair salon, buggy store/battery charge room A multipurpose therapy/health promotion/health care room for outreach/drop-in health services A meeting room and a cinema are available for community groups to use for events and to promote inclusion

The Care provider Hanover is not a care provider and works with a variety of local authority, voluntary & private sector care providers, in extra care schemes At first SLA will be drawn up with in-house home care Option for externally contracting once scheme established

Meeting Needs of Users from Minority Ethnic Groups Diverse communities in Slough - Polish, Asian Indian and Pakistani, Somalian, African and African Caribbean etc. Reprovision approach based on consultation with 400+ local people Focus Group discussions + Face to face Survey (questions translated into Punjabi, Hindi and Urdu)(60% response) People want services in own home, to retain their community identity and for care staff to share the same language and culture Extra care developed through liaison with representatives of local BME communities and faith groups Scheme includes Faith Rooms with washing facilities and 2 guest suites with day room

DoH Evaluation A well developed and well thought through bid - gives excellent value for money Excellent strategic partnership - backed up with very good documentation Part of a local prevention strategy & joint plans with NHS to reduce pressure on acute NHS services Meets range of needs, including high frailty Makes best use of new technology and ecological approaches to materials

Next Steps Further consultation on scheme with detailed shaping of the scheme and services that would be provided with representatives of local communities and faith groups Further phase - site identified and Housing Corporation funding obtained Start on site this autumn Scheme opens 2008
