HOUSING ELEMENT UPDATE City of El Segundo Update Process Community input gathered at Planning Commission and City Council workshops to complete Housing Needs Assessment. Planning Commission recommendation and City Council adoption of updated Housing Element. Submit adopted Housing Element to State Department of Housing and Community Development (HCD) for certification (90 days). Respond to comments from HCD on adopted element. Make revisions to adopted element, if needed, and re-submit to HCD for final approval.

HOUSING ELEMENT UPDATE City of El Segundo RHNA Regional Housing Needs Assessment The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements of the General Plan. The RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The current planning period is January 1, 2006 to June 30, Communities use the RHNA in land use planning, prioritizing local resource allocation, and in deciding how to address identified existing and future housing needs resulting from population, employment and household growth.

HOUSING ELEMENT UPDATE City of El Segundo State Law Requirements SB 2 – Requires local jurisdictions to identify a zone or zones where emergency shelters are allowed as a permitted use without a conditional use or other discretionary permit and to allow transitional and supportive housing in residential zones subject only to the standards/requirements that apply to other permitted uses in those zones. SB 1087 – Requires local governments to provide a copy of the adopted housing element to water and sewer providers. In addition, the providers must grant priority for service allocations for developments that include units affordable to lower-income households. AB 2348 – Requires cities to provide a detailed and quantified inventory of sites available for new housing construction. AB 1233 – Requires local governments to zone or rezone adequate sites, within the first year of the new planning period, to address any portion of the RHNA for which the City failed to identify or make sites available in the prior planning period. (This statute does not apply during this housing cycle because El Segundo exceeded the RHNA requirement for the last housing cycle by 21 units). SB 520 – Requires local governments to analyze, remove constraints, and provide programs addressing the housing needs of the disabled.

HOUSING ELEMENT UPDATE City of El Segundo Definitions Special Needs Groups - Special needs groups are those associated with specific demographic or occupational groups with specialized housing needs such as the elderly, the disabled, female-headed households, large families, farm workers and homeless persons and families. Transitional Housing - Rental housing developments, but operated under program requirements that call for the termination of assistance and recirculation of the assisted unit after six months. Supportive Housing – Housing with no limit on length of stay, that is linked to onsite or offsite services that assist the supportive housing resident in retaining the housing, improving his or her health status, and maximizing his or her ability to live and, when possible, work in the community.

HOUSING ELEMENT UPDATE City of El Segundo Definitions Emergency Shelters – Housing with minimal supportive services for homeless persons that is limited to occupancy of six months or less by a homeless person. No individual or household may be denied emergency shelter because of an inability to pay. Single-Room Occupancy (SRO) Housing - Affordable private housing for lower- income individuals, seniors, and persons with disabilities. An SRO unit usually is small, between 80 to 288 square feet, with a sink and closet, but with shared communal bathroom, shower, and kitchen. Reasonable Accommodation – Refers to making existing facilities readily accessible to, and usable by, individuals with disabilities.

HOUSING ELEMENT UPDATE City of El Segundo Proposed Housing Goals Preserve and protect the existing housing stock by encouraging the rehabilitation of deteriorating dwelling units and the conservation of the currently sound housing stock. Provide sufficient new, affordable housing opportunities in the City to meet the needs of groups with special requirements, including the needs of lower and moderate- income households Provide opportunities for new housing construction at a variety of locations and a variety of densities in accordance with land use designations and policies in the Land Use Element. Remove governmental constraints on housing development. Provide housing opportunities including ownership and rental, market-rate and assisted, in conformance with open housing policies and free of discriminatory practices.

HOUSING ELEMENT UPDATE City of El Segundo Proposed Housing Policies Promote the use of rehabilitation assistance programs to encourage rehabilitation of owner and renter housing. Continue to promote sound attenuation improvements to the existing housing stock. Make provision in the Zoning Ordinance to treat transitional and supportive housing facilities as residential uses and to allow emergency shelters by right in either the Medium Manufacturing (MM) or Light Industrial (M-1) Zones. (SB 2 Requirement) Facilitate the creation of affordable home ownership opportunities for low and moderate income households. Continue to allow second units, condominium conversions, caretaker units and second floor residential use in commercial zones as permitted by the ESMC.

HOUSING ELEMENT UPDATE City of El Segundo Proposed Housing Policies Continue to permit a second dwelling on selected two-family lots abutting higher intensity land uses. Encourage new housing within the Smoky Hollow Mixed-Use district, and on the Imperial School site. Continue to facilitate timely development processing of residential construction projects and expedite review process for affordable housing developments where necessary. Continue to facilitate provision of infrastructure (Water, Sewer & Drainage Systems) to support housing. Promote governmental efforts to provide equal opportunity housing for existing and future residents.

HOUSING ELEMENT UPDATE City of El Segundo Proposed Housing Programs Continue to operate home rehabilitation programs, including Minor Home Repair Program, Residential Sound Insulation Program, Code Compliance Inspection Program, and Energy Conservation Program. Promote Second Units on R-1Zoned parcels. Facilitate development of Imperial School site with affordable housing. Provide support for Non-Profit Organizations engaged in providing affordable housing. Facilitate development on underutilized sites.

HOUSING ELEMENT UPDATE City of El Segundo Proposed Housing Programs Amend ESMC to allow transitional and supportive housing in residential zones subject only to the standards/requirements that apply to other permitted uses in those zones. (SB2) Amend ESMC to principally permit emergency shelters in either the City’s MM or M1 industrial zones.(SB2) Amend ESMC to include Single Room Occupancy Units (SRO’s) as a conditionally permitted use in a multi-family residential zone and as a principally permitted use in either the MM or M1 zones. (SB2) Amend the density bonus/development incentives provisions of the EMC to comply with current State law. Adopt a “reasonable accommodation” ordinance to remove constraints on housing for persons with disabilities. (SB 520) Submit the adopted Housing Element to local water and sewer providers for their review and input. (SB1087)

September 15, City Council conducts second reading of ordinance amending the General Plan and adopts the updated Housing Element.
