SOCIAL PROTECTION FLOOR  Four essential social protection floor guarantees: access to essential health care including maternity care basic income security for children providing access to nutrition, education, care basic income security for persons in active age unable to earn sufficient income basic income security for persons in old age

WORKING GROUP ON SOCIAL PROTECTION IN EUROPE AND CENTRAL ASIA  Creation by UNDG ECA on 8 May 2015  TORs developed by ILO/UNICEF/UNDP and approved by the R-UNDG ECA directors  2 objectives:  Support coordinated country work  Contribute to UN reform and SDG implementation  3 types of activities:  Develop a joint position and advocacy  Provide technical support to country initiatives  Knowledge development and sharing (document and share examples of social protection reforms) 3

IN-COUNTRY ACTIVITIES UN SPF collaboration started in:  Moldova: UN SPF task team carried out a mapping of existing SP activities with the aim of increasing synergies & reducing overlaps  Kyrgyz Republic: launched the “assessment-based national dialogue” in Dec. 2014; assessment matrix and costing completed; report will endorsed by end of 2016  Ukraine: 1st meeting of the UNCT on 11 May regarding UN SPF-I collaboration

NEXT STEPS Virtual meeting on 30 May 2016  A Joint UN Position Paper for social protection in Europe and Central Asia  Tools for social protection assessments, coordination and management  Showcasing on-going UN cooperation on social protection at the country level

NEXT STEPS  Development of the joint policy positions paper that will also showcase in-country collaboration and will be published by Sept-2017  Further in-country work – 2 or 3 additional countries by 2018  Contribution to the further development of UNDG practical tools to support in-country work (ABND, coordination, case management, M&E…)  Development of capacities in collaboration with UNSSC

LESSONS LEARNED  First social protection TWG that aims to support in- country activities  Real collaboration from the inception that will make it easier for the UN to endorse the outcomes at country and regional levels  Need for a resource mobilization strategy to support the Secretariat, regionall and in-country activities
