1 st proposal At the national level: MOLSW, MoFinance, MoHealth, MoEducation, MoPublic security, Lao National fund, Lao CCI and unions, MoPlanning and investment, Ministry of information and culture The national committee will have a secretariat UN organizations: ILO, WHO, UNICEF, WFP, WB, ADB, UNDP, UNFPA, UNODC??, IOM… The MOLSW will be the lead agency to invite and coordinate with other ministries Staff or departments in the ministries that will be focal points Other ministries today: Labour, Health, Planning, Foreign Affairs, Lao Youth Union, Lao CCI, Trade unions, …

3 rd proposal National committee chaired by deputy prime minister (to be the chair of national advisory board), and then MOLSW (deputy chair and standing position), MOH, MoInformation and Culture, MOEducation, Commission for malunatrition, LCCI, Lao trade unions Secretariat to do the coordination which would be led by the MOLSW – namely the department of social security, and there will be members of the different ministries. Next steps 1.Decision on the establishment of the government committee (when? May)- the vice minister of MOLSW would send a letter to all vice ministers to inform them on the establishment of the national committee 2.Development of the assessment matrix (May-June 2013) 3.Formulation of policy options (July 2013) 4.Costing of the policy options (August-++) 5.Finalization of the assessment Consultations knowledge sharing and training throughout the process >> Capacity building activities

MB sends a letter to summarize the mission; according Chaired by the vice minister of MoLSW but reporting to the deputy PM – every quarter we organize a meeting with deputy PM to report on the process… There is a consensus on choosing Based on our experience in other countries and given the cross-ministerial nature of this exercise we would recommend to have a direct reporting line to the deputy PM… UN side – ILO chairs and reports to the UN RCO Once the report is there we can bring the report to MPI

Prepare the TORs of the committee – National advisory board – Taskforce / secretariat As soon as the committee is established we start the process Letter of the chair to the members to establish the committee with a 1 st meeting of the committee
