City of Twin Falls, Idaho Citizen Survey Results Background The City of Twin Falls used the National Research National Citizen Survey (The NCS) to survey its citizens. The National Citizen Survey is a collaborative effort between National Research Center and the International City Management Association. The survey completed by the City of Twin Falls is considered to be “statistically accurate.”

City of Twin Falls, Idaho Citizen Survey Results Background By participating in the NCS, the City of Twin Falls has:  Greater insight into the customer’s expectations  Opportunities to determine the quality and quantity of the service provided  Assistance in developing organizational strategies, goals, and objectives  Tools to set performance standards, establish benchmarks and develop appropriate measurement tools  Basis for evaluating outcomes, recognize accomplishments and celebrate successes, and develop strategies to elevate levels in areas that fall short of expectations.  Communications vehicle with customers regarding satisfaction ratings and changes to programs and projects to meet the ever-changing demands for better services

City of Twin Falls, Idaho Citizen Survey Results Executive Summary Most residents experienced a good quality of life in the City of Twin Falls and believed the City was a good place to live, 77% of respondents rated it as “excellent” or “good.” A majority rated the overall direction being taken by the City of Twin Falls as “good” or “excellent,” which was similar to the benchmark. Residents who had interacted with an employee of the City of Twin Falls in the previous 12 months gave high marks to those employees, most rated their overall impression of employees as “excellent” or “good.”

City of Twin Falls, Idaho Citizen Survey Results Executive Summary The four characteristics receiving the most favorable ratings were: Air quality Opportunities to participate in religious/spiritual events Quality of the overall natural environment Volunteer opportunities in Twin Falls. The four characteristics receiving the least positive ratings were: Employment opportunities Ease of bicycle travel Traffic flow on major streets Availability of affordable quality child care in Twin Falls.

City of Twin Falls, Idaho Citizen Survey Results Executive Summary Residents were somewhat civically engaged. Only 23% had attended a meeting of local elected public officials or other local public meeting in the previous 12 months, about half had volunteered their time to some group or activity in Twin Falls, which is above the national benchmark. City services rated were able to be compared to the benchmark database. Of the 29 services for which comparisons were available, two were above the benchmark comparison, eight were similar and 19 were below.

City of Twin Falls, Idaho Citizen Survey Results Housing The survey asked residents to reflect on the availability of affordable housing as well as the variety of housing options. The availability of affordable housing was rated as “excellent” or “good” by 45% of respondents, while the variety of housing options was rated as “excellent” or “good” by 58% of respondents. The rating for variety of housing options was higher compared to 2009 ratings.

City of Twin Falls, Idaho Citizen Survey Results Economic Development Citizens were asked to rate a number of community features related to economic opportunity and growth. The most positively rated features were the overall quality of business and service establishments and shopping opportunities. Receiving the lowest rating was employment opportunities. These ratings had remained stable over time.

City of Twin Falls, Idaho Citizen Survey Results Economic Development Residents were asked to evaluate the speed of jobs growth and retail growth on a scale from “much too slow” to “much too fast.” When asked about the rate of jobs growth in Twin Falls, 79% responded that it was “too slow,” while 36% reported retail growth as “too slow.” The proportion of residents in Twin Falls who felt retail growth was too slow was the same as or lower than comparison jurisdictions and a greater proportion of Twin Falls residents believed that jobs growth was too slow compared to the benchmark communities.

City of Twin Falls, Idaho Citizen Survey Results Environmental Sustainability Resident recycling was much greater than recycling reported in comparison communities, and had increased compared to recycling reported in the previous survey year.

City of Twin Falls, Idaho Citizen Survey Results Recreation and Wellness – Parks and Recreation The percent of residents that used Twin Falls recreation centers was less than the percent of users in national comparison jurisdictions and similar to custom comparison jurisdictions. However, recreation program use in Twin Falls was about the same as reported use in national and custom comparison jurisdictions. Participation in parks and recreation opportunities had remained stable over time.

City of Twin Falls, Idaho Citizen Survey Results Culture, Arts and Education For our purposes tonight, we are only focusing on the Library. About 67% used a City library at least once in the 12 months preceding the survey. This participation rate for library use was less than comparison jurisdictions. Overall, 85% of all respondents said that Library services were “excellent” or “good,” which was similar to the previous survey.

City of Twin Falls, Idaho Citizen Survey Results Civic Engagement Respondents were asked about the perceived community volunteering opportunities and their participation as citizens of the City of Twin Falls. Survey participants rated the volunteer opportunities in the City of Twin Falls favorably. Opportunities to attend or participate in community matters were rated less favorably.

City of Twin Falls, Idaho Citizen Survey Results Civic Engagement 67% reported they were registered to vote and 55% indicated they had voted in the last general election. This rate of self-reported voting was much lower than that of comparison communities.
