 Over it’s 40 year history, RVTD has seen service grow in the first 20 years and steady decreases over the past 20 years.  Livability Index measures “Convenient Transportation Option” by the frequency of local transit service: buses per hour within a ¼ mile of the address.  I used the bus service hours per capita to get a regional perspective.

RVTD hopes to improve transit service through a local 13-cent property tax levy on the May 2016 ballot. The funding would alleviate revenue concerns to maintain existing service and make strategic investments in the transit system.

This Levy will Fund:Levy AmountConsiderations/ Benefits Maintains Current 2016 Service Levels8.0 ¢ Maintains existing service levels for 5 years including 7 routes operating Monday through Friday 6am-7pm. Restoring Saturday Service1.5 ¢ Brings back a 6th day of service providing access to jobs and commerce. In 2014 this was the most productive service day. Route min. frequency0.5 ¢ Improves service to medical and employment along Barnett Rd. This is the only route with consistent ridership growth. Restoring Route min. frequency1.5 ¢ Route 10 provides over 500,000 trips annually. After 2015 service cut to 30 minutes it is experiencing capacity issues. Establishing Southwest Medford Route 1.25 ¢ Establishes new route to South Medford High School and surrounding neighborhoods currently not served by transit. Establishing RCC Campus Commuter Route0.25 ¢ Establishes new commuter route from downtown Medford to RCC Table Rock campus with service 4 trips per day. Total13 ¢

RVTD staff analyzed performance of Saturday and Evening service, Peak Loads on Routes and route coverage available to low-income areas. JWA provided consultation and community feedback from key person interviews representing higher education, local employers, social services and local government. RVTD Board members have attended community meetings and got ‘up to speed’ on the issues. Study sessions were held monthly since November to discuss and decide on a local option tax.

The levy would generate $1,895,089 average annually, $9,475,443 total. The funding holds off pending service cuts through Restores Saturday service and frequency on routes. Provides greater access to higher education, employers and neighborhoods without transit service. Forecasted to add 500,000 trips annually

 RVTD kicks off the Long Range Plan update in Summer 2016  Includes community involvement through focus groups, surveys and a technical advisory committee  Objectives are to map out the community’s vision for transit, it’s cost and capital resources needed.
