Partnerships for Progress Julia Hewitt NPS National Capital Region Kurt M. Rausch PRIZIM Inc Federal Environmental Symposium June 4, 2007 The Clean Marina Initiative

Agenda What is the Clean Marina Initiative Why is it important How was it established What is involved What are its successes How is it growing

What is the Clean Marina Initiative Voluntary Program Promotes adoption of environmentally sound operating and maintenance procedures Helps protect coastal waters Allows operators to be recognized for proactive environmental practices

Why is it Important? Marinas are in highly sensitive environments Recreational boating has increased over 15% in the last ten years Requirements for marinas and boatyards are numerous and complex Proactive, voluntary action is desirable

Clean Marina History Started through NOAA and EPA Coastal Nonpoint Control Program Targeted funding provided to states Maryland and several other states demonstrated early interest and success Currently around two dozen state programs

DC/NPS Clean Marina Initiative Restoration Programs - Chesapeake Bay Agreement - Potomac American Heritage River - Anacostia Ecosystem Initiative Numerous eligible DC marinas and boat clubs NPS and DC partnership DC access to EPA grant money

Partnerships - Governmental

Partnerships – Operators Clean Marina Advisory Committee NPS and DC representatives and participating marina operators Collaboration, lessons learned and program improvement Clean Marina Certification Teams

Clean Marina Tools Guidebook - Program Documentation - Based on MD Guide - Identifies requirements and BMPs - Provides practical tools and information Training and Awareness - Marina workshops - Boat shows and other venues

Clean Marina Tools Fact Sheets Sample Slip Holder Language Waste Haulers

Clean Marina Process 1.Marinas take the Clean Marina Pledge 2.Marinas ensure compliance and implement selected marina BMPs 3.Marinas conduct self assessment 4.Marinas undergo verification site visit 5.Marinas receive certification

Clean Marina Process Pledge Check Score

Clean Marina Areas & Scoring SCORING Enter your scores for each section on the lines below and compare your score to the minimum required scores. Clean Marina Program Areas Overall Compliance - Critical Programs and indicators: No NOV, SWPPPs and permits, SPCC Plans, others - Required elements in other Areas Marina Management - Regulatory agency notifications, program documentation, awareness training, boater education, signage, others Marina Design and Maintenance - Siting, permits, environmentally preferable materials, energy/water conservation, pesticide mgmt, others Stormwater Management - Capture and treatment, minimize pavement, storm drain stenciling, others

Clean Marina Program Areas Facility Management: Vessel Maintenance & Repair - Solvent management, dustless sanders, environmentally preferable paints, proper winterization, others Petroleum Control - Inspections, environmental controls for pumps, use of absorbents, housekeeping for equipment, others Sewage Handling - Prohibited discharges, pump-out stations and boats, vessel MSD inspections, others Waste Containment and Disposal - Hazardous materials management, waste reduction and recycling, facilities for customers, others

Program Success Strong Participation - 70% of marina’s have received certification - More on the way Recognition - American Planning Association “Outstanding Federal Planning Program” - Marine Environmental Education Foundation Program Updates and Improvements - Revised check sheet and guide - Dock walkers Real On-the-water Results - Compliance and awareness - Innovative and progressive practices

Program Success Marina Design & Maintenance

Program Success Marina Management

Program Success Stormwater Management

Program Success Petroleum Control

Program Success Hazmat/Waste Containment and Disposal

Sewage Control

Program Success Vessel Maintenance and Repair

Program Going National Close to 50% of NPS marinas and boating operations are in states without a Clean Marina Program Some of the largest NPS marina operations are on inland lakes

Program Going National

Developed National Clean Marina Guide - Used DC/NPS Guide as basis - Revised to address only national requirements Focused on NPS facilities and operations - Concessioners - Park operations Integrated Clean Marinas with EMS

Program Going National Challenges Exist with Scale-up - NOAA “Coastal Nonpoint Program” may not be available - Not just a one-state program - “Certification” liability concerns - Potential need to assess dozens of operations across multiple states

Program Going National Challenges Exist with Scale-up - Awareness and training must go national - Long-term program maintenance resources needed as regulations and BMPs change - Hundreds of potential partners

Ultimate Benefits are Worthwhile To operators - Resource protection - Reduced cost - Competitive advantage - Responsible customers - Publicity - Potential reduced regulation To the NPS - Voluntary and proactive - Partnerships - Meet Obligations under new Concession Law - Fulfill mission

Ultimate Benefits are Worthwhile To other DOI Bureaus and Federal Agencies?
