RIC 2009 Human Factors DAC/ITAAC Reviews Michael Junge USNRC/NRO/DCIP March 11, 2009

Impacts on Fuel Load Schedule Licensed operators are required to load fuel. Prior to fuel load, Industry estimates two licensed operator examinations will be required. Operator license exams require a plant- referenced simulator. (10 CFR 55.46) Certification of the simulator requires a complete control room design. A complete control room design requires an HFE program implementation.

HFE Program Review HFE program review approach –Program level review –Implementation Plan level review –Results review Sequence of reviews

NUREG 0711 chart

Impact of Review Approach on DAC/ITAAC Inspection Resources Designs Approved To-DateDesigns Under Review Applicants submitted high-level HFE program descriptions Completed Implementation Plans provide detailed acceptance criteria Fewer resources required for focused inspections Staff is conducting implementation plan level reviews Applicants providing detailed HFE program Implementation Plans Staff conducted program-level reviews Implementation Plan deferred to DAC/ITAAC DAC/ITAAC inspection of Implementation Plan & results Significant resources (staff & time) required for DAC/ITAAC inspection DAC/ITAAC inspection of results against detailed acceptance criteria

Bottom Line DAC/ITAAC inspection sequence must be managed to support fuel load schedules. DAC/ITAAC closure resources for designs approved to-date must be budgeted appropriately.
