1 Adding Nuclear Power to the Grid
ASQ Energy and Environmental Conference August 28, 2006

2 Overview Why New Nuclear Plants Today
Southern Nuclear Operating Company (SNC) Approach SNC Approach to Quality Use of Geographical Information Systems (GIS) Challenges

3 Why New Nuclear Plants Today
Improved Public Acceptance of Nuclear Power Revised Regulatory Licensing Framework 10 CFR 52, Early Site Permits; Standard Design Certifications; and Combined Licenses for Nuclear Power Plants Improved Nuclear Power Plant Designs Environmentally Sound Progress in Establishing a Federal Repository for Used Nuclear Fuel Energy Policy Act of 2005 Economically Competitive

4 SNC Approach Add Two Nuclear Plants to an Existing Site
Vogtle Electric Generating Plant , Burke County, Georgia Use Westinghouse AP1000 Technology Submitted Early Site Permit Application, August 2006 Plan to Submit Combined Construction and Operating License Application, March 2008 Begin Construction, 2010 Begin Operation of One New Unit, 2015 Begin Operation of Second New Unit, 2016 SECY ESP month presubmittal interaction, 30 month application review DC month review COL - 27 Months April 6, 2005 Commission Briefing DC Months (12 months for Rulemaking) nominal 30 Months depending on the quality and completeness of the application ESP - 36 months with the 12 months for mandatory hearings. Possible schedule changes due to large public comments received on EIS Clarifications to the 10CFR52 Rule will improve the efficiency and effectiveness of review COL – 27 months including 12 month mandatory hearing process. Seismic and Structural: NRC is working with industry to revise two Regulatory Guides 2006 Schedule: complete first 3 ESP and potentially begin 4th “Southern Company Site” COL process is a 10 year commitment by staff and licensee to get a design and site approved constructed and prepared for operations.

5 SNC Approach to Quality
Member of NuStart Consortium of nuclear electrical generating companies and nuclear reactor manufactures Demonstrate the Nuclear Regulatory Commission’s process for obtaining a COL Complete design engineering for selected technologies Implemented Quality Assurance Program Based on 10 CFR 50 Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants Series of Internal, Peer, and Management Reviews

6 Use of GIS Evacuation Time Estimate Study Report Environmental Report
Used GIS software to process geographic data and associated population counts GIS data used to build evacuation network database Environmental Report GIS software used to determine demographic characteristics in the 50 mile region surrounding the proposed plant

7 Challenges: Continued Safe Operation of Existing Nuclear Plants
Proving the Viability of the Licensing Process Confirming Cost Estimates Constructing on Time and Within Budget Continuing Progress on the Federal Repository for Used Nuclear Fuel
