The Norwegian planning and building act (PBA) The goal of the PBA: To promote SUSTAINABLE DEVELOPMENT - for each human being, the society and comming generations “The Planning and Building Act is based on the values of equity, liberty, and solidarity, and on the principles of dialogue and participation in planning processes.”

Cross sectoral! The PBA supposed to: Promote holistic approach by connecting sectors, tasks and interests.

The municipalities as developers of the society – not only service delivers Trust and cooperation

Sagene – why? A fairly long history hence experience to be learned from. Not once-off initiative - possible to observe in the case deliberate development over time, although not without resistance and conflicts
