20 th EMC WP / TCAM EG 5 – CENELEC Standardization Report Publication of recast EMCD, LVD and RED CLC/TC 65X (Industrial Wireless Automation) 800 MHz Decision / Digital Dividend (Cooperation with ETSI) Electromagnetic Interference (EMI) in the low frequency band 2 kHz to 150 kHz CLC/TC 210 (EMC standardization update) 1

New/recast Directives New important Directives been published by the EC and need to be addressed by the European Standardization Organizations (ESOs) EMC Directive 2014/30/EU replacing Directive 2004/108/EC, to be applied as of LVD Directive 2014/35/EU replacing Directive 2006/95/EC, to be applied as of , including activation of LVD mandate M/511 RE Directive 2014/53/EU replacing Directive 1999/5/EC (R&TTED), to be applied as of © CEN-CENELEC Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

Follow-up of open CENELEC action, TCAM EG 2, 2.7 CLC/TC 65X ‘Industrial-process measurement, control and automation’ (topic: Industrial Wireless Automation (IWA)) Up to version of EN which contains no Media Access Mechanisms (MAMs) there has been no problem for the Automation Industry using wireless technologies Version will cease to give presumption of conformity on The MAMs from versions and are specified from an office and consumer perspective and do not address Automation Industry requirements and needs Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

Follow-up of open CENELEC action, TCAM EG 2, 2.7 CLC/TC 65X ‘Industrial-process measurement, control and automation’ (topic: Industrial Wireless Automation (IWA)) Automation Industry currently achieves the best possible spectrum optimization, done by design, and it would be sub- optimal and impaired by unneeded extra logistic traffic and unnecessarily dense networks An extension of transition period until end of 2016 is needed by the Automation Industry, both, manufacturers and industrial users As agreed by the Joint Presidents’ Group in November 2013, a new version of the ETSI Standard EN , version 1.9.1, will proceed and take account of the requirements of the wireless automation industry Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

Follow-up of open CENELEC action, TCAM EG 2, 2.7 CLC/TC 65X ‘Industrial-process measurement, control and automation’ (topic: Industrial Wireless Automation (IWA)) The proposal of 10 mW radio-islands without LBT shall be included into the considerations for Version CENELEC ETSI cooperation under Mode 4 collaboration has been instituted between CENELEC TC/65X and ETSI TC/ERM as agreed by the Joint Presidents Group in November 2013 The extension of the transition period will cover the gap until version will be ready, avoiding European competitiveness disadvantages and trade limitations in the interim period Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

800 MHz Decision/Digital Dividend Cooperation between CENELEC and ETSI (800 MHz Decision/ Digital Dividend) Joint CENELEC ETSI Working Group ‘Digital Dividend’ is now set-up and working under Mode 5 of cooperation Next meeting of the JWG on /03 Reports expected: – Initial => October – Final => November Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

800 MHz Decision/Digital Dividend Cooperation between CENELEC and ETSI (800 MHz Decision/ Digital Dividend) Work in CLC/TC 209 ‘Cable networks for television signals, sound signals and interactive services’ : – EN :2012 ‘Cable networks for television signals, sound signals and interactive services - Part 2: Electromagnetic compatibility for equipment’ – EN :2010/A1:201X » under preparation » updating methods of measurement and requirements for internal immunity Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

800 MHz Decision/Digital Dividend Cooperation between CENELEC and ETSI (800 MHz Decision/ Digital Dividend) Work in CLC/TC 209 (continued): – CLC/prTR :201X ‘Cable networks for television signals, sound signals and interactive services - Part 2-1: Electromagnetic compatibility measurements’ » In ratification procedure Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

800 MHz Decision/Digital Dividend Cooperation between CENELEC and ETSI (800 MHz Decision/ Digital Dividend) Work in CLC/TC 209 (continued): – CLC/prTR :201X ‘Cable networks for television signals, sound signals and interactive services - Part 2-2: Interference issues for DVB-T reception in the presence of LTE base station signals’ » In approval procedure – Potential impact on related standards to be checked » Task allocated to WG 3 Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

800 MHz Decision/Digital Dividend Cooperation between CENELEC and ETSI (800 MHz Decision/ Digital Dividend) Work in CLC/TC 210 ‘Electromagnetic Compatibility (EMC)’: – Included in the general TC 210 update at the end of the presentation Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

Electromagnetic Interference (EMI) in the low frequency band 2 kHz to 150 kHz Common position paper from ESMIG, eurelectric, ORGALIME, CEN-CENELEC Will be presented by means of a separate position paper document © CEN-CENELEC Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

EMC standardization CLC/TC 210 (EMC standardization) Standardization progress: – CISPR 35/EN received positive final vote from the National Members of CENELEC, but received negative vote in CISPR; as a result CENELEC BT decided not to ratify EN 55035, dropped the voting results and awaits a new version from CISPR under parallel voting procedure (following the Dresden Agreement) Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

EMC standardization CLC/TC 210 (EMC standardization) Standardization progress: – EN ‘Sound and television broadcast receivers and associated equipment - Radio disturbance characteristics - Limits and methods of measurement’ and EN ‘Information technology equipment - Radio disturbance characteristics - Limits and methods of measurement’ will be superseded by EN ‘Electromagnetic compatibility of multimedia equipment - Emission requirements’ » No further work on EN and EN Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

EMC standardization CLC/TC 210 (EMC standardization) Standardization progress: – CISPR 20 ‘Sound and television broadcast receivers and associated equipment - Immunity characteristics - Limits and methods of measurement’ » Work on CISPR 20 (pr pub) stopped in CISPR awaiting CISPR 35 Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11

EMC standardization CLC/TC 210 (EMC standardization) Standardization progress: – EN ‘Sound and television broadcast receivers and associated equipment - Immunity characteristics - Limits and methods of measurement’ » Draft prepared to address ‘Digital Dividend’, however on hold awaiting JWG ‘Digital Dividend’ output in defining appropriate modulation for immunity test – CISPR 32/EN ‘Electromagnetic compatibility of multimedia equipment - Emission requirements’ » Passed CDV incorporating new techniques, to go to FDIS Jens Erdmann CENELEC Report to the 20th EMC WP and TCAM EG 4, /11
