User Vice Chairs Report Liu Chuang Lorant Czaran 20th WGISS Meeting, 15 September 2005, Kyiv, Ukraine

User Survey ( Review ) Recommendations User Vice Chairs Report

User Survey 1. Three groups of users UN system (WMO/WHO/UNDP/UNEP/UNESCO/FAO /WFP/UNOOP) ICSU family (ESSP/IGBP/IHDP/WCRP/DIVERSITAS/S TART/ICSTI/CODATA/WDC/FAGS) Case Countries or businesses (China, South Africa, Earth Google)

User Survey 2. Contents of the survey Are there any programs or action plans which missionary are close to that of WGISS? If yes, which kinds of WGISS’ resources have been (or maybe) used in these programs? Are there any new products created by these programs (data/tools/systems)?

Results 1.There are more than 50 major international programs related to WGISS GEOSS: Disasters human health energy climate water ecosystems agriculture biodiversity

International Programmes Geonetwork (FAO/WFP/UNDP/WHO) UNESCO (Global Water) ISDR - International Strategy for Disaster Reduction

International Programmes (ICSU/ESSP) 1.Food (GECFAS) 2.Carbon (GCP) 3.Water (GWSP) 4.Human Health (planned) 5.START

International Programs (ICSU/WCRP) 1.Climate and Cryosphere" (CliC) 2.Climate Variability and Predictability (CLIVAR) 3.Global Energy and Water Cycle Experiment (GEWEX) 4.Stratospheric Processes And their Role in Climate (SPARC) 5.Surface Ocean-Lower Atmosphere Study (SOLAS) 6.Working Group on Numerical Experimentation (WGNE) 7.Working Group on Coupled Modelling (WGCM) 8.Global Analysis Integration and Modelling (GAIM) 9.Intergovernmental Panel on Climate Change (IPCC) 10.Atmospheric Model Intercomparison Project (AMIP) 11.Coupled Model Intercomparison Project (CMIP) 12.Working Group on Surface Fluxes (WGSF)

International Programs (ICSU/IHDP) 1.Global Environmental Change and Human Security (GECHS) 2.Institutional Dimensions of Global Environmental Change (IDGEC) 3.Industrial Transformation (IT) 4.Land-Use and Land-Cover Change (LUCC, co- sponsored with IGBP) 5.Land-Ocean Interactions in the Coastal Zone (LOICZ) (co-sponsored with IGBP) 6.Urbanization and Global Environmental Change 7.Global Land Project (co-sponsored with IGBP)

International Programs (ICSU/ DIVERSITAS ) 1.bioDISCOVERY 2.ecoSERVICES 3.bioSUSTAINABILITY

EOData – WGISS – Users Analysis WGISS Advantages and Disadvantages EOData WGISS Ability (L0/L1/L2) Users Need: data/info/knowledge/decision-making

Data Policy Changes License with Charge Charge only Free use for PIs Free use and free deliver

Challenges for WGISS Complains: WGISS data are not sufficient/convenience to be used New systems focused on the specific applications created – more centers/archives New organizations or new programs were born

Advantages of WGISS WGISS ‘ resources play the foundation role in application Advantage in information technology application, especially the tools and systems for data services

Disadvantages of WGISS Far from the end users or not very close to the end users Lack of near real time systems of quick response system and high resol. data, which are very important for reducing disaster

Recommendations Enhancing the WGISS advantages and make them understood to most users Recom. 1: publish a handbook or guidelines of WGISS resources Data Utilization Task Team and All Task Team Leaders Outlines and Chapters

Recommendations Enhancing the WGISS advantages and make them understood to most users Recom. 2: Keep the GCMD the unique role, developing the multiple language version are necessary, Japanese version, Chinese version could be benefit GCMD and users

Recommendations Reducing the WGISS disadvantages and coordinating with the related organizations Recom. 3: Work closely with the GEOSS structure committee, making the WGISS an active and solid group in GEOSS structure committee

Recommendations Reducing the WGISS disadvantages and coordinating with the related organizations Recom. 4: Work closely with the data utilization organizations and communities to have a joint workshop (CODATA or Water Cycle Facility Committee)

Recommendations Reducing the WGISS disadvantages and coordinating with the related organizations Recom. 5: Encourage the development of the distributed data and modeling/analysis integrated system, GMU/NASA system could be an example

Recommendations Reducing the WGISS disadvantages and coordinating with the related organizations Recom. 6: Cooperation with Earth Google, if possible, WGISS and Google could work together in quick response system or reducing disaster related activities.

Thank You !
