About the Project 25 Compliance Assessment Program There has been no process in place until recently that confirms that equipment advertised as P25-compliant actually meets all aspects of the P25 standards.

About the Project 25 Compliance Assessment Program In response to these discrepancies, Congress passed legislation calling for the creation of the P25 Compliance Assessment Program (CAP). The P25 CAP is a partnership of the: Department of Homeland Security’s Command, Control and Interoperability Division National Institute of Standards and Technology Industry Emergency Response Community.

About the Project 25 Compliance Assessment Program The CAP establishes a process for ensuring that equipment complies with P25 standards and is capable of interoperating across manufacturers. The program has a Governing Board (GB) and will initially focus on the Common Air Interface which allows for over-the-air compatibility between mobile and portable radios.

P25 Compliant Declared Equipment - Is a Product which: Has been tested at a P25 CAP recognized laboratory Has been determined by the supplier to be compliant with all current requirements of the P25 CAP Possesses a Supplier’s Declaration of Compliance (SDoC); and Has a Summary Test Report that has been reviewed by the P25 CAP Laboratory Program Manager.

Independent Oversight  Independent labs: --1 st, 2 nd, and 3 rd party labs to participate -- all labs will participate as 3 rd party -- i.e., no conflicts of interests.  NIST defined processes based on international best practices: (conformity assessment & competence of testing) --ISO/IEC 17011, 17025,  Recognition in lieu of accreditation  Laboratories assessed by independent parties prior to participation

AuditabilityAuditability  Labs and/or manufacturers subject to periodic audits  Detailed and summary testing reports required of participating P25 manufacturers Intended to ensure ongoing quality processes and sound documentation practices to promote repeatable testing

(SDoC) Supplier’s Declarations of Compliance (SDoC) SDoC Report  Issued by the supplier (not a certificate)  Summarizes the “who, what, and when” of testing  Signed by responsible company officials  References the testing on the product  Will be posted for public access Notional Published SDoC

Summary Test Report Provides ‘at-a-glance’ summary reviews of test results Notional Summary Test Report  DHS CAB’s define summary test reports with key product configuration info, test cases executed and verdicts  Participating labs must use approved, common report formats  Summaries available upon request  Detailed test reports subject to independent review by auditors

Governing Board P25 CAP/GB Purpose –The P25 CAP/GB represents the collective interests of organizations that procure P25 equipment. It establishes the policies of the P25 CAP, and assists the DHS OIC CAP Program Manager in the administration of the program. –The P25 CAP/GB issues Compliance Assessment Bulletins (CAB)s in support of the operation of the P25 CAP. These CABs, will constitute the collective body of information used by DHS OIC to develop requirements that must be met by equipment suppliers that participate in the P25 CAP. –The P25 CAP/GB is an independent body 16
