UNECE Working Party on Land Administration SESSION 2. Chair: Ekaterina Meskhidze. Real property cadastre and registration services in the ECE region: the impact of “E-government” reforms 8 – 9 May 2010, Minsk, Belarus

Integration of the basic national information resources  Belarus – “E-Government Infrastructure in Belarus”  Sweden – “Digital information as a base for E-government reforms”  Denmark – "Integrating national information resources: the Danish way“  Lithuania– “Integration of Main State Registers - Lithuanian Experience”

Issues to address  A single government wide e-government policy is very helpful, it can make agencies work well together in a same action plan  The needs to be a will to build the systems because it can be very challenging  Getting the legislation in place is essential but can be quite challenging, sometimes this can mean rationalizing legislation where are the different acts for each government department in a jurisdiction  It is important to set a good pricing policy, needs to be decided who will pay, e.g. mapping can be financed by selling it as a commodity to partners.  Strong leadership is needed

Issues to address  Semantic issues need to be addressed, e.g. the same word can have a number of different meanings within the same jurisdiction  Organizational compatibility can sometimes be an issue, organizations can have different traditions and working methods  The need to overcome technical problems should not be forgotten, although in some jurisdictions technical problems have not been significant  To what extend can and should the private sector be involved? Private sector partners are often in a strong position to develop a much wider range of services, using registry data for the benefit of citizens

Issues to address  It is important to agree standards, this can be driven by the INSPIRE directives  Be prepared for more demand. Success can be hard to handle

The benefits of integrated basic national information data  Reduction of the administrative workload, cost and time required to provide services for citizens and businesses  Improvement of the quality of the information  Growth of transparency, empowerment of citizens, effectiveness and customer orientation in administration services, the service is the same for everyone  Application of the “one-stop shop” principle, synergy due to larger number of products in one place

Thank you for your attention!
