2 Doing Business and ICT Typical e-reforms that impact the Doing Business indicators: Electronic registration (one-stop shop with electronic connection to company register)  Starting a business Electronic signature  Starting a business Electronic collateral registry/bureau  Getting Credit On-line filing of taxes/payments  Paying Taxes On-line filing for licenses  Dealing with Construction Permits Electronic land registry/cadastre  Registering property ICT reforms that impact DB indicators are: Politically non-controversial Relatively easy to implement: best practices can be shared from other countries with little customization Significantly reduce costs and time for end-users

3 Albania: established a one-stop shop for business registration Armenia: business start-up was eased by making registration forms available online (SB) Azerbaijan: public credit registry enhanced access to credit information by giving banks online access to the database (GC) Bulgaria: an integrated Web-based property register providing online access to the ownership and cadastre status of properties shortened the time required to register property (RP) Macedonia, FYR: established a one-stop shop for business registration and introduced online registration Belarus: tax payments were made more convenient through increased use of electronic systems, reducing tax compliance times (PT) Slovak Republic: trading times were sped up with an electronic system for customs administration (TAB) ICT-related DB Reforms in ECA, 2008-2009 ICT-related DB Reforms in ECA occurred mainly in: Starting a Business, Registering Property and Paying Taxes

4 Now Moldova does not rely on ICT on any of the DB indicators It could start with a strategy to impact the following topics: Starting a business: Making registration forms available online Introduce a one-stop shop Introduce online company registration (within a one-stop shop) Registering Property: Computerization of property records in the land registry Allow notaries to register property online Allow online access to the ownership and cadastre status of properties Paying taxes Introduce mandatory electronic filing for all taxes Where should Moldova start?
