2 Second GOES Users Conference, Boulder October 1-3, 2002 2002 Issue B Page 2 Key Objective of User Consultation Process establish agreed user/service needs and priorities to serve as a reference for deriving performance, functional and other high level specifications for a post-MSG system (time frame 2015 - 2025) use high level specifications to issue (with ESA as partner) an open invitation to tender (ITT) to industry for pre-phase A activities to assess mission/system architecture concepts evaluate/consolidate documented mission concepts and preliminary system architecture and derive/propose detailed plans for phase A and related R&D activities

3 Second GOES Users Conference, Boulder October 1-3, 2002 2002 Issue B Page 3 General Approach Rely on leading experts from within and outside EUMETSAT Member States, whilst leaving full responsibility to Delegate Bodies (Council, STG) on endorsement of user requirements and priorities and guidance on programmatic constraints operational applications (NWC, NWP, climate monitoring), and not technology should drive formulation of user/service needs, related observational requirements and priorities in the first phase of the User Consultation Process feasibility, technology, and technical realisation should only be addressed in the second phase (propose mission concepts and system architecture - assess against user requirements and priorities on one hand and programmatic constraints on the other)

4 Second GOES Users Conference, Boulder October 1-3, 2002 2002 Issue B Page 4 Status vision on prospective user/service need (2015-2025) prioritised and documented in three position papers on ‘Nowcasting (NWC), regional-, and global-NWP by Application Expert Groups (AEGs) and endorsed by EUMETSAT Council prioritised user/service needs confronted with conceptual observing techniques from the geostationary orbit (by Remote Sensing Experts) and outcome presented and extensively discussed at 1 st Post-MSG User Consultation Workshop in Nov. 01 Council endorsed recommendations and tasked EUMETSAT to implement without delay a consolidation phase to consolidate: Observational Requirements Technical and Remote Sensing Expert assessment

6 Second GOES Users Conference, Boulder October 1-3, 2002 2002 Issue B Page 6 Remote Sensing Expert Recommendation at 1 st Post-MSG User Consultation Workshop RSEs recommended to look at two scales of GEO VIS/IR imagery (I-1 and I-2) and to specify the relevant ‘channels to be considered for an instrument concept proposal’ for both:  Imagery-1 mission with spatial resolution of 500 m and temporal resolution of 5 min  Imagery-2 mission with spatial resolution of 1 km and temporal resolution of 15 min  for Imagery-2 discuss selection of relevant imagery channels in case there is no sounding mission and a de-scoped set in case of an additional sounding mission

7 Second GOES Users Conference, Boulder October 1-3, 2002 2002 Issue B Page 7 Approach Adopted by the Mission Team to Propose a Selected Number of Channels for Imagery-1 and Imagery-2 Start from user/service needs and identify those which can be covered by the Imagery-1 and Imagery-2 missions and rank them according their priorities. Specify products and related observational requirements needed to be derived from the Imagery-1 and Imagery-2 missions to serve the user/service needs. Select and priority rank channels which potentially will be used for product retrievals from the Imagery-1 and Imagery-2 missions.

Comments: successor to the remaining MSG SEVIRI Mission, meeting requirements for ‘quantitative information’. channels 1 - 12 (6 solar and 6 thermal) are the de-scoped number of channels in case of optimal coupling with a sounder. channels 1 - 12 plus 14 - 16 (+ 3 thermal) are the core channels in case of de-coupling from the sounder. channel 13 (4µm CO 2 band) and channel 17 (13.4-14.5 µm CO 2 band) are optional channels for improved cloud height estimation 1/3
