2 WMO Reasons for the Workshop 1) Undertaking Action (Global 48) associated with EGOS-IP: Action : Define weather radar data to be exchanged at regional and global levels, propose frequency of exchange of those data and develop a weather radar data processing framework, in concert with development of products based on national, regional, global requirements. Who : CBS (leading the action), CIMO, CHy in coordination with NMSs/NMHSs, agencies operating weather radars, in collaboration with RAs. Time-frame : Continuous. Performance indicator : Volume of radar data which are exchanged globally and regionally. Determination of data exchange model and formats is reasonably straight forward but... What constitutes: developing a weather radar data processsing framework?

3 WMO Reasons for the Workshop 2) Lack of guidance within the Manual on the GOS in relation to requirements and practices for operation of weather radar systems and, particularly the international exchange of weather radar data. Whilst WMO members have invested between one & two billion US dollars in the current operational weather radar networks globally less than 150 words are currently included in WMO No.544.

4 WMO Reasons for the Workshop 3) Evidence presented at past and the most recent (May 2012) WMO Workshops on Impacts of Various Observing Systems on NWP, for example: “The results of recent impact studies provide strong support for exchange of more observations between regions, and between countries within regions: e.g. ground-based GPS data, radar data, hourly surface observations and MODE-S data at airports”. 5 WMO Workshop Scope Noting the range of Weather Radar data types and products, the scope of the workshop will be limited to the exchange of Doppler radial wind and reflectivity data types. QPE not considered in scope for the workshop or for standardised international (WMO) data exchange.

6 WMO Workshop Aims 1. Define weather radar data to be exchanged at regional and global levels; 2. Propose formats and frequency of exchange of those data; and; 3. Agree the next steps needed to enable the regional and global exchange of these data.

7 WMO Workshop Objectives 1.Review the current and likely future requirements for regional and global weather radar data exchange, period of consideration 2012 to 2025; 2.Review the current extent and operational status of regional and global data exchange being undertaken; 3.Review the current regional and global data exchange models in operation; 4.Review alternative regional and global data exchange models in operation in other observing system areas; 5.Improve community understanding of the range of Weather Radar Network operators and their respective relationships with WMO Members; 6.Identify current and likely future constraints on regional and global data exchange from Weather Radar Network operators. Areas of constraint could include: Data Ownership; Data Policy; Data Volumes; Data Quality; 7.Recommend data model(s) for regional and global weather radar data exchange based on an improved understanding of requirements, capabilities and constraints; 8.Recommend pilot study cases for regional and global weather radar data exchange using recommended data model(s) to demonstrate how constraints could be overcome.

8 WMO Workshop Deliverables 1.A consolidated set of current and future data requirements for the regional and global weather radar data exchange; 2.A recommended set of data models to be used for Weather Radar Data Exchange; 3.A plan for a pilot study/studies to demonstrate the methodology for sustained operational regional and global data exchange; 4.A series of next steps actions to facilitate the regional and global exchange of Weather Radar Data.

11 WMO Workshop looked at the data models and formats currently in use. Data models are most advanced in Europe and the USA. Data exchange formats being used: BUFR, GRIB, TITAN, HDF5, netCDF-4, others Workshop determined that: o best approach is to use ODIM (Opera/Odyssey) data model as a basis for finalising a model for int. exchange o first finalise a BUFR template for radar data exchange o also investigate use of more modern alternative format such as HDF5. 12 WMO Pilot projects can: o Advance data exchange aspirations in a particular region; o Facilitate testing of ideas and concepts leading to improvement; o Promote and demonstrate benefits of data exchange. Workshop Outcomes Pilot Projects

13 WMO Proposed PPs: a. RA II/RA V through the ASEAN Sub-Committee on Meteorology and Geophysics (ASCMG) b. Region III - no pilot specified but could be pursued through Regional WIGOS IP. c. RA VI (OPERA) and RA II (Turkey) Possible interest in a PP in the Caribbean but requires further investigation with key people - review of R-WIP. Workshop Outcomes Pilot Projects

14 WMO 20 recommendations made Key recommendations: o Establishment of a Task Team under ET-SBO to advance and finalise data exchange model and format(s). o CBS (via ET-SBO) should investigate the possibility of forming and resourcing a scientific authority to determine requirements and provide solutions for WR regional and international data processing, exchange and data provision.
