7 GEO-5 in Ottawa 7 Governance in Draft Implementation Plan: EOS, GEO, GEOSS Members Participants EOS (Earth Observation Summit III) establishes GEO (Group on Earth Observations) EOSGEOSS GEO implements GEOSS (Global Earth Observations System of Systems) GEO GEO consists of Participants that are Member countries, international or regional organizations

8 GEO-5 in Ottawa 8 GEO Established and Defined Establishment - successor mechanism to ad hoc GEO, legally non-binding intergovernmental forum with voluntary contributions Objective - to provide leadership and resources for the implementation of GEOSS Management - subject to approval by Members, GEO is authorized to establish procedures and support organizations, as necessary, to accomplish its objective, including arrangements for managing human and financial resources Membership - open to United Nations countries plus EC, other Participants being international and regional organizations

9 GEO-5 in Ottawa 9 Participant Roles GEO Participants are expected to actively collaborate in GEOSS implementation and planning to reflect ongoing activities and emergent opportunities to minimize gaps to assist developing countries in GEOSS participation to facilitate greater interoperability to draw on scientific and technological expertise to facilitate user involvement to conduct outreach at global and regional levels

10 GEO-5 in Ottawa 10 Transition Period - starting after the third Earth Observation Summit; ending no later than 15 February 2006 Management - During transition period, Co-Chairs of ad hoc GEO will oversee activities, with authority to establish procedures and subordinate ad hoc organizations to arrange for managing financial resources and staffing of transitional and ongoing GEO to convene meetings among GEO Participants Resources - The Co-Chairs of the ad hoc GEO will request one-time contribution from GEO Participants to support transition activities

11 GEO-5 in Ottawa 11 Adoption and Endorsement Countries and international or regional organizations that adopt the GEOSS Implementation Plan at the third Earth Observation Summit become Participants in GEO The Implementation Plan remains open for adoption by other countries and endorsement by other international or regional organizations
