2. City Government A city is a municipal government- or is incorporated a place where services are provided for residents. Home rule is when states all cities to make their own decisions. Ordinances The council makes laws for the city and passes the budget.

3. This is where our Daphne City Council meets

4. The Mayor Fred Small is our Mayor. He can veto ordinances that the council approves, and he has the strongest power.

5. Weak Mayor system This is when the council has more power- and the mayor only votes in case of a tie. At Large Elections- this is a city wide election rather than a district Special districts- this govt. deals with specific issues, like education, water and transportation.

6. Metropolitan Area A central city and its surrounding suburbs. County governments The town where the courthouse is located is called the county seat.
