Background Information In Korea, SEA is just started so the developing SEA guideline is in progress The Ministry of Construction and Transportation has established SEA regulation in 2004 (revision2006) The Ministry of Environment has amended PERS regulation in order to include the concept of SEA in May 2006 KNTRP(2007-2019) is the top transportation plan in Korea, and the reason of revision is to eliminate the overlapped projects between road and railroad Under the provision of the Ministry of Construction and Transportation, SEA of KNTRP is on going from march to June

Method SEA regulation (2006-646) of The Ministry of Construction and Transportation has not enough method to deal with SEA Revised PERS regulation (2006–105) of The Ministry of Environment which has specific contents how to SEA So, I use revised PERS regulation for KNTRP SEA There are three methods to assessment 1. Propriety of Plan 2. Estimation Environmental Risk 3. Propriety of Site
