In 2007, £2.5 billion was spent on delegated and retained SEN budgets. Schools determine the use of delegated SEN/AEN budgets, providing opportunities to use funding flexibly to be more effective. Many schools have developed holistic and strategic approaches to planning provision and monitoring impact – but these are not yet universal.

4 © Crown copyright 2008 Slide 4 The VfM resource pack for SEN/AEN aims to help schools to self-evaluate the impact of their SEN/AEN income and expenditure on outcomes for pupils using criteria. The current framework for school inspection includes judgements about whether: ‘financial resources made available to the school are managed efficiently’ and ‘how effectively and efficiently resources are deployed to achieve value for money’. School SEF Section 6a: …how effectively resources are deployed to achieve value for money.
