4 B. Theories 1. Functionalist- a.must have different social classes to do all jobs b.want best people to do best jobs so we set up unequal rewards:. C.therefore poor people are either lazy or uneducated and it is their problem d.theory doesn’t address different life chances: equal education, opportunity and support 2.Conflict Theory a.poverty due to competition for scarce resources b.rich use poor to get ahead, so not your fault you are poor c.problem is it doesn’t explain differences in skills, work ethic and interests: not everyone suited for all jobs

7 3.Structural theory a. people born poor have less life chances and will stay poor - no car to get to interview, low income so few good jobs in area, no big cheap stores in neighborhood so pay higher prices, time at learn poor decision making process- live for the right now b. creates culture of poverty: generation after generation poor as poverty becomes a learned behavior c. Must create more life chances to break the cycle d.problem: how do you explain people who overcome this: it can be done

13 D.Workfare, W2, Wisconsin works 1.must take job or job training or no welfare- expanded to community service 2.positives: dignity, work ethic, reduced welfare roles by 55% which is a lot of money saved 3.Negatives: not enough good jobs, kids hurt by being away from parents, lack of quality daycare which leads to culture of poverty, causing homelessness, what happened to 55%

14 E. Welfare programs 1. Unemployment: cash up to 26 weeks for temp unemp. And those looking for work 2 food stamps- limits what you can buy 3.WIC: baby supplies for pregnant and newborns to prevent health problems 4.School lunch for healthy children 5. TANF- cash payment to help with kids - limited to 5 years in a lifetime 6. Medicaid/Medicare: health insurance for poor 7. SSI insurance- money set aside for retired, disabled 8. subsidized housing
