3 Policy level 1.Regional level  Communication and support have to be developed  Chance to strengthen the region is not yet perceived 2. National level  Role needs to be specified – it is different in the member states  National support or competition between national and regional level? 3. European level  Dissemination and integration of macro-regional concept to all European policy initiatives

4 Role of PACs  PACs at the interface of regional, national policy level, of project actors‘, of managing authorities  Tasks of PACs need to get more support and acknowledgement  Reimbursement of technical costs and of supplementary staff resource needs to be done  Through more sustainable support the PACs governance role can be fully developed

5 Funding  The macro-regional approach has to be implemented further in order to be eligible in all European funding programmes of the next funding period from 2014 on  Regional funding programmes (ERDF) have to address all priorities of macro-regional strategies  The allocation of funding has to be improved

6 Flagship projects  Identifying, defining, selecting projects as flagship projects: criteria  Benchmarking of contribution to the Strategy  Database on relevant projects in the BSR  Input/initiative from all BSR states in identifying projects contributing to the EU-BSRS  Committment of FPs to the Strategy beyond own project objectives  Funding and sustainability when funding period ends

7 Conclusion - question Do the three no‘s have to be revised in order to fully implement the macro- regional governance?  New legislation at European level  New funding programmes  New institutions at macro-regional / subnational level Thank you!
