2 Background UK FSA saturated fat and energy intake programme is intended to help address CVD and obesity and part of broader Government anti-obesity initiatives Programme published in February 2008 with 4 elements: Saturates campaign launched in February. This consultation focuses on the remaining 3 elements for soft drinks, biscuits, cakes, pastries, buns and chocolate confectionery A further consultation for snacks, meat and dairy products will follow shortly Draft recommendations are voluntary Consultation closes 3 November 2009 Saturates Campaign ReformulationHealthier optionsPortion Size

3 Recommendations Recommendation 1: increase % A&M budgets allocated to promoting reduced/low/no sugar options Recommendation 2: reduce sugar in soft drinks containing > 8g total sugar/100ml by at least 4% by the end of 2012 for new drinks with > 8g/100ml to contain at least 4% less sugar than nearest equivalent in 2008 Recommendation 3: make 250ml [or smaller] packs readily available by the end of 2015 and market them in such a way as to encourage consumer preference intended to galvanise the industry rather than rely on individual company initiatives companies encouraged to prioritise approaches that will deliver the greatest impacts other approaches to achieving lower consumption of calories from soft drinks welcomed text focuses on colas/carbonates/added sugar notably 8% threshold = UNESDA proposed threshold for nutrient profiling for health claims sugar reduction recommendation does not apply for energy drinks and sports drinks
