2 POLITICS IN THE SOUTH Confederate Constitution was like the United States, except recognized 1.States rights 2.Slavery Both were reasons for the secession of Southern states and both caused problems throughout the war.

3 Impact of States Rights The states would not help the Confederate government. Refused to cooperate with Draft Didn’t want to send food or help with mobilization

4 Help from Europe Southerners hoped for Britain and France to join in on their side. Britain helped by letting the South use some ports. Didn’t recognize the Confederacy.

5 POLITICS IN THE NORTH With no Southerners in Congress, Republicans had no opposition. 1.Pacific Railroad Act- linked Chicago to the West. 2.Homestead Act-free government land 3.Raise Tariff rates 4.1 st Federal income tax Many civil rights were suspended during the Civil War

6 Emancipation Lincoln didn’t agree with slavery, but felt he had no right to abolish it. EMANCIPATION PROCLAMATION - Jan. 1, 1863 - Lincoln declared slaves free in areas of rebellion. Inspired slaves to rebel and join Union in fighting. Slaves considered contraband. African Americans received less pay and served in separate divisions.
