8 The Albany Plan of Union was a proposal introduced by Benjamin Franklin during the Albany Congress in 1754. Franklin's plan called for the formation of a permanent federation of colonies, as a means to reform colonial-imperial relations, and to more effectively address shared colonial interests. The plan was rejected by King George II and by all of the individual colonial governments that considered its adoption. The plan was a significant milestone, however, as it marked the first official attempt to develop inter-colonial cooperation among the American colonies. This proclamation was designed to keep colonists from moving into lands west of the Appalachian Mountains in which Native Americans lived. This was a very sore point with the colonists, who badly wanted to move into the rich lands they knew lay just west of the mountains, especially the Ohio River Valley. Why would England feel the need to cut a deal, in which colonists were forbidden from crossing the Appalachian Mountains, with the Native Americans? 19 The British victory in the French and Indian War had a great impact on the British Empire. The cost of the war had greatly enlarged Britain's debt. Moreover, the war generated substantial resentment towards the colonists among English leaders, who were not satisfied with the financial and military help they had received from the colonists during the war. 20 British national debt almost doubled to pay for the war and there still were 10,000 British troops in the colonies. Money was needed to pay for their expense. Britain had to re-think how it was going to govern and pay for its far-flung possessions. The colonists had already contributed both soldiers and materials to the war effort, but the British government felt that now they should also contribute to paying for the cost of continued defense and greater administration of the colonies.
