3 The Act of the Security Council of the Republic of Belarus In intention of development of nuclear power in the Republic of Belarus the Security Council of the Republic of Belarus decree: 1. Realize the construction of the nuclear power plant in the Republic of Belarus with total electricity power 2000 MW with commissioning of 1st NPP unit in 2016, 2nd – in 2018. 2. To the Government of the Republic of Belarus to insure: the notification as duly the International Atomic Energy Agency about adopted decision of NPP construction in the Republic of Belarus.

4 The Decree of the President of the Republic of Belarus № 565 from 12.11.2007 “About some measures on NPP construction” In order to provide implementation of the preparatory activities for NPP construction in the Republic of Belarus and insuring of nuclear and radiation safety Decree stipulates : 1. Establishment of The Directorate for Nuclear Power Plant Construction to carry out functions of customer on realization of the complex of preparatory and investigation works on NPP construction. 2. Assignment of BELNIPIENERGOPROM as the general national projector (comment: design-engineer institute) for coordination of design, and State Scientific Institution "Joint Institute for Power and Nuclear Research" of the National Academy of Science of Belarus as an NPP scientific supporting organization. 3. Establishment of the Department on nuclear and radiation safety in the Ministry for Emergency Situations to provide state oversight in nuclear and radiation safety.

5 Staffing is crucial The key priority of the establishment and development of nuclear power programme is the safety and security of the nuclear power plant. Ensuring safe and secure operation of the nuclear power plant is closely bound with availability of highly skilled staff possessing adequate knowledge and competence.

6 Shaping the national system of staff training State programme of staff training for nuclear power of the Republic of Belarus for 2008-2020 (Government regulation №1329 10.09.2008): Introduction of new major subjects in higher education institutions of Belarus Education in foreign higher education institutions and Training Centers of NPPs Internships at functioning nuclear power facilities Establishment of a Training Center of Belarusian NPP

9 Belarusian State University In compliance with the State Programme of Staff Training for Nuclear Power, BSU will enroll students, who will major in the following subjects: Radiation Chemistry and Radiochemistry Physics. Nuclear Physics and Technologies

10 Belarusian National Technical University In 2008 a new major subject was introduced at the University – “Steam-Turbine Installations of Nuclear Power Plants” The University will also prepare students in the following areas: Construction of thermal and nuclear power plants Electrical grids and systems Automation and energy processes management

11 International Sakharov Environmental University September 2008 – introduction of a new major subject – “Nuclear and Radiation Safety” (5,5 years, instead of “Radioecology”) 2006 – introduction of MA Course “Nuclear and Radiation Safety” 2005 – introduction of a retraining course “Radiation Safety and Ensuring Safety of Ionizing Emission Sources ”

12 United Institute for Energy and Nuclear Research Sosny of the National Academy of Sciences of Belarus In 2008 there were 398 staff members, including 147 scientists (42 candidates and 17 doctors of science). Average age of staff members - 51 years. 15 postgraduate students (12 full-time and 3 part-time students) are currently taking a postgraduate course at Sosny, there is 1 seeker. 3 doctoral candidates are studying at Sosny as well. Council for Defending doctoral and candidate theses is operating in the following disciplines: "Nuclear Energy Installations, Including Project Design, Operation and Decommissioning" and "Energy Systems and Complexes“.

13 Elaboration of Draft Documentation 1. Agreement between the Governments of the Republic of Belarus and Russian Federation on Cooperation in the Field of Peaceful Uses of Nuclear Energy 2. Programme of staff training activities (training and studies in Training Centers, internships at functioning NPPs) agreed upon with public corporation "Concern Energoatom" 3. Activities focusing on the enhancement of cooperation with Energoatom's subsidiary "Balakovskaya NPP" (agreed upon with Energoatom) 4. Plan of training staff for work on the NPP 5. Plan for training specialists for the position of lead engineer on reactor management.

15 Department on nuclear and radiation safety of the Ministry for Emergencies (Gosatomnadzor) Primary areas of staff training: retraining of inspectors for implementation of monitoring and regulation in the area of nuclear safety in the Training Centers of Russian Federation internships of staff within the regulatory bodies of countries with existing NPPs participation of Gosatomnadzor experts in training courses and seminars held by IAEA

16 INTERNATIONAL COOPERATION WITH IAEA  Project of the technical cooperation with IAEA BYE/0/006 “ Developing Human Resources and a Training System for the Nuclear Power Programme ”.  Project of the technical cooperation with IAEA BYE/9/016 “ Strengthening the Regulatory Authority ”.

17 Priority Areas for Cooperation, Support and Assistance –institutional aspects and legislative status in the field of nuclear and radiation safety; –nuclear infrastructure: regulator, research, utility, industry; –principles of work of the regulator; –regulations, safety guides development; –Technical Support Organisations (TSO) for licensing, assessments and supervision;

18 Needs of the Gosatomnadzor –training and professional development of staff of the regulator and TSOs; –approach for safety assessment during the licensing process; –licensing process; –transportation and waste management: safety aspects; –regulatory inspection and control; –technical support for safety assessment; –emergency preparedness.

19 Assistance in the review of the Safety Analysis Report –Transfer of methodology for the regulatory review of the Safety Analysis Report on the basis of IAEA requirements and best practice –Organisation of Seminars on selected topics of the assessment of the safety case –Support to the regulator and its TSO’s in the review of the Safety Analysis Report for Belarus NPP
