2 IAEA Background Increasing interest in the uranium mining cycle globally Existing laws, regulations, human resources skills and technical services are not responsive to regulate the uranium industry The regulatory infrastructures, in regard to the uranium mining control, not adequate Lack of sufficient trained regulators to conduct licensing and inspection for uranium mining activities Regulatory bodies do not have the appropriate equipment and the required knowledge to use them for inspections 2

3 IAEA 3 OBJECTIVE of the COURSE To assist IAEA Member States to establish or improve their regulatory control on uranium mining and milling activities, to implement the requirements and the guidelines of the IAEA Safety Standards and thereby to: Provide guidelines and train the regulators of the Member States on authorization, review & assessment and inspection of uranium mining and milling activities To ensure the safety of workers, public and the environment

5 IAEA 5 Course Modules Module 1: Overview of Mining Technologies and Uranium Mining Module 2: Overview Legal and Regulatory Framework Module 3: Authorization Process Module 4: Compliance Assurance Module 5: Enforcement Module 6: Regulating Exploration Activities Module 7: Regulatory Involvement Prior To Construction of a Mining or Processing Facility

Course Modules Module 8: Regulatory Activities Related to Construction Module 9: Regulatory Activities Relating To Mining of Uranium Module 10: Field Trip, Site Visit (timing to be decided) Module 11: Regulatory Activities Relating To the Processing Of Uranium Ore Module 12: Decommissioning & Closure Of Mining and Processing Facilities Module 13: Regulatory Control Post- Closure (Institutional Control) Module 14: Regulatory Activities Related to Transportation

7 IAEA Scope of the Course This training program describes those elements of regulatory control programme that must be in place for the proper control of uranium mining and milling activities. This regulatory control programme covers all uranium mining phases including : Exploration Construction Mining Milling Decommissioning & Closure & Transportation Module 4: Compliance Assurance 7
