2. 2 Estimating emissions from solid waste disposal 1996 IPCC Guidelines and IPCC GPG (2000) –Tier 1 method: Mass balance method Assumption that all waste deposited in one year completely decays in the year of disposal. All degradable carbon is emitted as CH 4 in the year of disposal. The method does not take into account the slower degradation process taking place in landfills –Tier 2 method: First-Order-Decay Method: Takes into account delayed decomposition in landfills. Assumption that degradable carbon in waste decays to CH 4 and CO 2 following a first order decay reaction.

3. 3 Estimating emissions from solid waste disposal –Tier 1 can result in higher base year emissions and lower emissions in actual years compared to Tier 2 as Tier 1 does not recognize actual emissions from waste disposed in the past. –In many EU countries waste amounts disposed in landfills decrease over time, this trend enhances the effect –If CH 4 from solid waste disposal is a key category, IPCC GPG recommends using a Tier 2 FOD method –CH 4 from solid waste disposal is key for most EU Member States –Tier 1 estimates for CH 4 emissions from solid waste disposal will likely be adjusted during the inventory review under the Kyoto Protocol

6. 6 Recent developments –IPCC 2006 Guidelines strongly discourage to use the Tier 1 mass balance method for solid waste disposal –Provision of a Tier 1 FOD spreadsheet model with step-by-step guidance and improved default data –Unfortunately neither IPCC FOD model, nor default data are final and have not yet been finally adopted –Model and default data will be used during the expert meeting, but participants will have to check with final adopted version of 2006 Guidelines and final FOD model

7. 7 Objective Main objective of expert meeting: –Enable those MS that still use Tier 1 method to use the FOD model with national/default data as available –Other MS could use the IPCC FOD model as quality check and for comparison with the results of the country-specific model –Discussion and exchange of experiences of specific circumstances regarding waste generation, composition and solid waste disposal in new MS
